I'm a big fan of themes/gimmicks/deck building rules. I've never done an era/year restriction. This is really cool! You picked arguably the most legendary block in the games history as the cut off point. I have very fond memories cracking boosters and building broken decks with old friends.

Thran Tome green draw was few and far between back then. I remember using this occasionally back in the day.

Conch Horn is colorless Brainstorm

Defense Grid and/or City of Solitude anti blue/anti combo.

Plow Under and Stunted Growth tempo removal. Ruins 1 potentially 2 turns.

Willow Satyr blue effect for your mono green deck.

Wild Growth and Carpet of Flowers high quality ramp and easy card draw off Argothian Enchantress.

Katabatic Winds might be one of the most evil stax cards if 1999 is the cut off point! I appreciated seeing this in the maybeboard. Slot out Storm Front and test it out.

Hello there! I don't see anything huge you're missing (other than lands), but I definitely think you should at least consider Sol Ring, Cultivate, Kodama's Reach, Eternal Witness, Mystical Tutor, Plasm Capture, Counterspell, and probably Blue Sun's Zenith and Stroke of Genius as well. If you're looking for cards to cut to make room for lands, I would start with the following. A lot of those cards are for what appears to be an Edric subtheme; I'd stick to just one plan, making a lot of mana and killing your opponents with it.

so im leaning towards Hapatra, g/b gives you solid removal against the problematic cards from the above decks, and while I think it can benefit from some infect (Blightsteel Colossus, Triumph of the Hordes etc), I like the build and the creative space its exploring.

Breya feels like the wrong commander, she really doesnt do anything for the theme. i think Silas Renn, Seeker Adept+Akiri, Line-Slinger may be a better fit for the decklist. (one being a living Cranial Plating and he other connecting for artifact recovery)

and Bower Passage/Katabatic Winds/Gravity Well/Storm Front/Meekstone/Brave the Sands may be worth looking at for the Jamuraan Crusade

While Storm Front and Spidersilk Armor are not on theme with hydras they are arguably more effective than Blade of Selves in your deck. I mean it could be a thing to use the blade on a Yavimaya Elder, but I should think there are far better targets and if there is not you have a place to cut from.

If you play a lot against flying, you may want to consider Whip Silk and Storm Front, they work wonders!
