Meant to create chaotic games where everyone on the board steals each others stuff and generally hates each other by the end of the game. Voting cards, so that people can argue over votes, and plenty of ways to allow players to screw each other over. Created when I realized that Magic wasn't quite enough like Mario Kart for my liking.
