Put target permanent an opponent controls on top of its owner's library. That opponent may put an artifact, creature, enchantment, or land card from his or her hand into play.

Flusterstorm is pretty bad in EDH except in the highest tiers, TBH. I have a copy and I'm struggling to find a deck for it.
Looking at your description, here are some things that might interest you: Anchor to the Aether, Chronostutter, Ether Well, Forced Retreat, Grasp of Phantoms, Griptide, Metamorphose, Repel, Spin into Myth, Submerge, Sweep Away, Temporal Eddy, Whisk Away. There are also a million Control Magic effects, though they usually center around 5 mana (Mind Control, Treachery, Spirit Away, Volition Reins, etc).
You might also want a Braids, Conjurer Adept in here. It should help you get some of those big fatties out of your hand.

My issue with Jayemdae Tome is that it costs a lot and gives you little. It costs 4 to bring out and then 4 to draw a card. Its not very efficient and Modern is a format where you need to be caring about efficiency. Your deck is trying to disrupt your opponents tempo by nuking their lands, even with a ramp you want the most bang for your buck. Try cantrip cards instead Magmatic Insight, Viridescent Wisps, Elvish Visionary, again Explore, Stun, Tormenting Voice. All of these cards are better than the tome because they are much faster
