This is a Dramatic Reversal + Isochron Scepter + Blue Sun's Zenith Combo deck

Step 1: Produce "Infinite" mana Step 2: Draw EXACTLY your deck Step 3: Force your opponents to draw more cards that are in their deck

(I am aware that you can not make infinite and you must declare the amount of mana you want. However I will still refer to it as Infinite as it is easier to type)

Step 1: Put Reversal under Scepter, and you can make infinite mana once you can generate 3 or more mana with nonland permanents. Activating Scepter costs 2, and cast a copy of the Reversal, untapping the Scepter. If you can make 3 mana or more, it is all profit. You do MUST be able to make at least 1 blue mana each time.

Step 2: Once you have infinite mana, you can Blue Sun Zenith yourself for EXACTLY the number of cards in your deck. BSZ shuffles into your empty library, and it will be the top card in your library. You can draw your entire library using Stroke of Genius or Pull from Tomorrow instead, and then use BSZ (X=0) to shuffle BSZ into the empty library. As BSZ is the only card in library, it is the top card

Step 3: Use any spell or ability to draw EXACTLY 1 card, which is BSZ. Cast BSZ target an opponent with X being more than their library. That opponent loses the game for trying to draw from an empty library. BSZ shuffles back into your library, and just repeat Step 3 until everyone else is dead

Alternative win con, Thassa's Oracle : Once you complete Steps 1 + 2, you have an empty library and you full deck in hand. Play Thassa's Oracle and the it's trigger will win you the game. This is an easier way to win.

(Note that Thassa's Oracle is not in the deck as I do not currently own one)
