My take on a cat/dog tribal deck centered around Rin and Seri, Inseparable.

It aims to ramp and play Rin and Seri on turn three, then start casting all the cats and dogs we can, such as Marisi, Breaker of the Coil or Feline Sovereign. The tokens really add up fast, and our changelings like Taurean Mauler and Chameleon Colossus net us two tokens when we cast them with our commander on board.

Besides that, we've got heavy finishers like True Conviction and Beastmaster Ascension to boost our tokens for the final blow, and removal for when we need to take something down that's in our way.

Although it's an aggro/midrange deck, our commander can offer a very powerful control/political play with their ability as well, bribing players to leave your board alone with promises to not target their key creatures.
