Hi,
Nice to see a cat tribal Nethroi deck!
I've played
Arahbo, Roar of the World
a lot, a when Ikoria was released, I pondered to make an abzan cat tribal with Nethroi. But I ended building it normal graveyard synergy as I wantet to keep my classic Arahbo constructed.
Anyway, I know the flavor is that all your cats are legendary, an I love that, but I think if you want to play the deck more efficient without losing cat theme, you can do some changes:
Falthis, Shadowcat Familiar
in this particular deck is only a 2/2 vanilla, as your only commander Nethroi already has deathtouch. I love it, but in this particular case sadly doesn't do anything.
Cards you could add, knowing that aren't legendary, but they are cats that work very well with your deck:
Fleecemane Lion
can became indestructible, and then you can mutate your commander on it, making a great indestructible menace and keeping that +1/+1 counter.
Fleetfoot Panther
and
Whitemane Lion
can save one of your cats or can bounce your commander to keep doing his mutation and reanimating things.
Bronzehide Lion
also protects your creatures.
Qasali Pridemage
you play it, control your opponent best artifacts or enchantments, dies and Nethroi will recover it later.
Necropanther
to reanimate small cats or creatures, and can mutateo over your commander to repeat effects.
Feline Sovereign
and
Regal Caracal
, if you go tribal, those are the best cats lords, in addition to Kaheera of course.
Rakshasa Debaser
can be a wincon when you encore him.
Alms Collector
for card draw and to control greedy card draws of enemies.
Phantom Nishoba
and
Phantom Tiger
look scrapy, but they count 0 power when you reanimate them with Nethroi, and if you mutate Nethroi on them, you transform Nethroi into a crature that prevent all the damage that receibes, even if he loses all +1/+1 counters.
And playing something like Nethroi, believe me (I'm a Nethroi and a golgari player), you need graveyard synergy. If you don't, you'll find that you reached turn X, play Nethroi but you only can revive 1-2 sad creatures. You need to fill your graveyard before that.

Why don't you just run something like Arahbo, Roar of the World as your commander and Kaheera, the Orphanguard as your companion?

Made some changes to improve the Cats, Ramp and Draw. Also trying to make the deck play quicker, and lowered the CMC to have it play more like an Aggro deck, to leverage Arahbo, Roar of the World eminence capability.

Yes it's strange, normally Selesnya () loves Skullclamp (maybe not quite as much as some artifact decks though), but Arahbo, Roar of the World just feels right going voltron vs. wide.
Card advantage / draw is definitely a real issue with Arahbo, Roar of the World, I've found, would love to solve it outside of always having to tutor Sylvan Library.

Yes it does, shroud means your Arahbo, Roar of the World can't target the creature either.
Same problem with Sword of Feast and Famine, the protection: means it can't be targeted.
The question becomes whether the haste and the protection is outweighs the +3, if you have another creature you can move the Lightning Greaves around for later when you no longer need the haste, but it's one or the other.

I remember playing Feline Ferocity, the first deck I played in EDH just as it came out, only slightly editted with a few modern cards that I owned, as I had played modern for a few years prior. When I cast Hunter's Prowess, triggered Arahbo, Roar of the World on my 4/4 Phantom Nishoba, attacking, doubling with Arahbo, getting in for 20 damage, life, and cards, it was amazing.
To date, I believe that card in that moment was what got me into EDH, ever since I have loved that card, and despite being a cEDH player currently, I always love that card and cards like it (Soul's Majesty, Return of the Wildspeaker, Rishkar's Expertise, etc.).
Are there any cards that just make you love playing EDH? I've heard Sol Ring, Zendikar Resurgent, etc. all get people in the EDH mood, what do you all like?

Make a tribal commander with Eminence. Cats (Arahbo, Roar of the World), Vampires (Edgar Markov
), Wizards (Inalla, Archmage Ritualist
), and Dragons (The Ur-Dragon
) have already been used so pick a different tribe.

Feral Prowler over Generous Stray, even better would be Skullclamp but your deck seems to be budget. Arahbo, Roar of the World is to slow (great in commander). Skyhunter Skirmisher is almost always better than Leonin Skyhunter. Kaheera, the Orphanguard should be more than a one of in main board, also even after companion was killed as a mechanic it should still probably be run as a companion since you already meet the requirement. Guardians' Pledge is just bad, there are better versions of it.
Secluded Steppe should never be run in a 60 card non singleton format, Stirring Wildwood could be run as a two of if you really want to but I wouldn't run more than two of them. Temple of Plenty and all other temple's are to slow, just run basics or throw in the money for shocks/sac lands.
Not sure why your making a budget vintage deck, chances are whatever you want to run will be modern legal. (note Skullclamp isn't modern legal)
