Great looking rakdos deck Ub3r_Shadow! I love the rakdos cards and playstyle! I haven't built a full Rakdos carnage deck yet but you are definitely inspiring me to go make one! After looking through the deck some cards and pet cards I think you may enjoy are: Enchantments: Spiteful Visions and Dying Wish Sorceries: Tyrannize, Feed the Swarm, and Dreadbore Instants: Showstopper, Bedevil, and Hellish Rebuke

I feel like Transmogrifying Wand would do work in here (you both want a creature somewhere and want a specific body dead, and the 2/4 is ideal vs your Commander in a fight). Maybe Kiku, Night's Flower as removal on a stick? Royal Assassin is pretty good at getting your Commander back too, and has a different hoop to jump through. Not sure if it's too risky, but I love using Jaya Ballard, Task Mage as removal, her ping for 3 is big enough for most utility creatures, and she can just blow up any Blue permanent (such as Propaganda, and other annoying Blue Enchantments that are otherwise pretty sticky). Mask of Griselbrand is a repeatable 'big' draw effect, it also gives your Commander some useful abilities. Lyzolda, the Blood Witch can ping something if you want (to get your Commander back), and can also sacrifice your Commander if you need him dead (and want to draw a card and ping something). I think Lyzolda's ability would result in Lucius entering the graveyard with the ping ability still on the stack, meaning his death trigger would go on top and resolve first, so you could technically kill a creature with Lyzolda by sacrificing Lucius and get Lucius back right away (also a card I guess?), not sure if that's relevant in your meta. It might be hard to trigger, but Lagomos, Hand of Hatred can tutor up whatever you need situationally, and for no new mana. I'm not sure if it's enough of a buff, but Tenza, Godo's Maul is a is a nice equipment for a Red legend that likes to swing, and Equip 1 is pretty sweet for +3 and Trample.
I feel like Hellish Rebuke would be a neat trick to both wipe out some attackers and recur your Commander at the same time, nice dual purpose effect potentially. It's getting a bit pricey, but Make an Example is an incredible card for a Sorcery, since you pick the pile you'll always get at least the most problematic thing (for each player, unless you're being political) despite it not targeting and not being a destroy effect (so it gets around almost any protection yet printed).
I read some lore about this guy the other day, pretty crazy stuff!

I have tried some of suggested cards, maybe it's worth to share the insights:

Black has limited lifegain sources that don't depend on sacrifice (eg.: Zulaport Cutthroat), so I compensate it by adding many tutors that search for Gray Merchant of Asphodel. Making Gary the backbone of the deck is, of course, risky;

Speaking of tutors, Insidious Dreams is horrible for X=1, great for X=2, and usually means "I WIN" for X=3, as it fetches Bolas's Citadel, Sensei's Divining Top and Sheoldred, the Apocalypse, plus acts as a discard outlet when needed;

I don't focus on sacrifice-based strategies as they naturally decrease devotion, which makes Erebos and Gary less effective. It is also the reason I don't add colorless mass destruction to deal with enchantments: I need my own enchantments to stay;

Gravestorm is great for devotion and has potential for an extra draw, but it usually backfires, as the opponents remove their best creatures from their graveyard, thus I lose targets for Animate Dead and others;

I avoid adding combos where the pieces are bad individually. For example, Rings of Brighthearth makes infinite mana, but is a dead card when the other pieces are not already there. Similarly, I have never had success with Contamination in practice;

Worst Fears is super fun but matchup dependent, I think it's risky to add cards with CMC > 6 that don't 100% help me win the game;

Profane Transfusion, Mirror Universe, Magus of the Mirror and Soul Conduit are all on my "to test" list, and some "gotcha" cards like Imp's Mischief, Darkness, Sudden Spoiling and Hellish Rebuke too.
Having said all that, in the next update I'll add more creatures and Whip of Erebos in this deck to have more blockers and lifegain. I'm having issues to deal with voltron decks where the commanders reaches high power before I'm able to turn Erebos into a creature.

Hellish Rebuke is a one-time No Mercy.
Batwing Brume is fun.
And Spear of Heliod is one fine piece of an anthem.

Cool deck. Seems like it runs in a similar vein to my Breena deck.
How are you finding it runs? I'm having issues with finishing out my games in second place as a result not having a solid finisher.
One card that I find particularly powerful that I cant see in your list is Hellish Rebuke. Might be a good addition.

And I just found Instigator. Seems to be your jam, even though it doesn't force them to attack YOU.

Hey, me again! I really like Breena, the Demagogue's premise. I want to build her in the future, since I'm cultivating a combat metagame. But I have some ideas that can make your deck funnier and stronger:
I imagine you're trying to keep the idea of giving gifts to your opponents for them to killing each other, while reaping benefits to you.
One way is to force combat. You might want to put Martial Impetus and Parasitic Impetus back to deflect attacks and get draws off Breena. (Too bad goad is a blue-red thing - come on Wizards, give us on other colors). Otherwise, they buff Breena to hit harder.
Another thing you should consider is protection for your creatures:
- Sejiri Shelter Flip and Malakir Rebirth Flip can be slotted as lands.
- Lightning Greaves, Swiftfoot Boots, Whispersilk Cloak, Darksteel Plate and Hammer of Nazahn are great utility artifacts.
- Timely Ward has flash.
- Dawn Charm doubles as a fog.
- Valorous Stance doubles as a removal spell.
How about protection to you?
- No Mercy, Dread, Michiko Konda, Truth Seeker and Teysa, Envoy of Ghosts deter attackers.
- Koskun Falls is a second Ghostly Prison if you can pay its upkeep cost. Solitary Confinement is even more efficient, as long as you can keep up with its cost.
- No one will mess with you again once you cast Hellish Rebuke. Darien, King of Kjeldor also shows them why attacking you is not advisable.
- If you prefer the way of taxing opponents, Sphere of Safety synergize with your other pillowfort enchantments.
About recursion:
- You run a lot of permanents that might die. How about getting them back with Sun Titan or Emeria Shepherd?
- Mistveil Plains has good synergy with tutors.
- Liesa, Forgotten Archangel also acts as graveyard hate.
About card draw:
- Breena costs 3 mana and it is easy to recast, but you can't rely on your opponents wanting (or being able) to attack each other. Sign in Blood, Night's Whisper, Read the Bones, Treacherous Blessing, War Room and Castle Locthwain can be great options (it is good to lower your life total to trigger Breena). Erebos, God of the Dead can also act as a blocker and life-gain hater.
- Skullclamp is good if you can reliably generate X/1 tokens.
- Syphon Mind is a favorite of mine.
- Mangara, the Diplomat... The name says it all. #bffBreena
- Shadrix Silverquill is not only on-theme, but on-school aswell.
- Endless Atlas and Dread Presence require many basic lands.
- The cards above can replace Ambition's Cost, Ancient Craving and Secret Rendezvous (if they want free cards, may they attack each other).
About your ramp:
- I see you run cards that ramp you if an opponent has more lands than you, a la Knight of the White Orchid. Your Lotus Field is great for setting that up. You might also consider putting Orzhov Basilica back for the same effect.
- Loyal Warhound, Verge Rangers, Weathered Wayfarer, Archaeomancer's Map and Isolated Watchtower also capitalize on opponents ramping. I recommend replacing Boreas Charger (if you can't kill it easily), Scholarship Sponsor (not advisable to give ramp AND card draw to your opponents) and Oreskos Explorer (it is better to get lands on the battlefield instead of on hand, unless it is an unrestricted tutor like Weathered Wayfarer).
- If you ramp using the cards above, you will have a lot of Plains on the battlefield. Emeria, The Sky Ruin is free recursion on a land - enjoy ;-)
- You might also consider Fellwar Stone and Dowsing Dagger Flip as ramp options. Breena has flying, so it is easy to transform the artifact.
Sorry for not commenting on your whole deck. Since I have not played her myself, I could only suggest more general things. I hope the suggestions have inspired you somehow. As always, have fun with the Demagogue!
