This is a mono-U lock that revolves around one card: Knowledge Pool .

Gameplan

Your commander + Knowledge Pool locks the stack for your opponents in a way that they can't cast any spells from their hand anymore. Use tutors like Fabricate, Whir of Invention, Treasure Mage, Drift of Phantasms, Mystical Tutor, Inventors' Fair, Planar Bridge, Tezzeret the Seeker or Reshape and cantrips to find your piece and lock them up.

First, set up your mana with the mana rocks, shape your hand with all the cantrips, and resolve your commander. You have a lot of counterspells to buy you time before you are ready. If any aggro decks threaten your life totals, then go ahead and chump block them with your little wizards - you will easily compensate the card disadvantage later.

Once your commander is in play, he makes your spells effectively uncounterable, so you can go ahead and resolve all those tutors to get Knowledge Pool into play. Critically assess the board - although your opponents can't cast more spells, they can still use w/e is already on the board. For example, Breya can snipe your Teferi, or your opponents can try and beat you down with combat damage. It's best to go for the lock after you bounce w/e your opponents have left on the battlefield to their hands with Cyclonic Rift.

Once your opponents are locked, you can win with any way you can - jace activations, combat damage, commander beats - anything works, because your opponents can really only do land drops.

Plan B

Dramatic Reversal + Isochron Scepter + any rocks that tap for 3 or more gives you infinite mana, which can be used with Capsize or Blue Sun's Zenith for lots of cool plays.
