There are a million ways to build Rafiq, and this is by no means the best, but it's a ton of fun if you like enchantments and some zany interactions with them. I had this idea before C18 came around so I don't have anything from that set but will definitely consider some of them. C17 actually had a lot of really good contributions, though.

Some hidden gems:

  • Path of Ancestry. Obviously very good in tribal decks, but even if it's not a tribal deck, it's quite useful. Half of the creatures in this deck happen to be Human, so you'll scry a lot.

  • Thran Golem. Not really necessary, but getting such a crazy bonus just for being enchanted is fun. Plus, being colorless makes it very easy to play.

  • Mark of Eviction. In combination with cards like Verduran Enchantress, you can turn your own creatures into cantrips and abuse other ETB triggers.

  • Nomad Mythmaker. You can snipe Auras from any graveyard for pretty cheap.

  • Alchemist's Refuge. People rave about Vedalken Orrery, as they should, but in a deck like this that doesn't have a lot of instant speed, this is the cheapest alternative.

  • Umbra Mystic. Very helpful in protecting your best stuff from most board wipes.

  • Shielding Plax. What you may not realize is that it doesn't grant Hexproof. This means you can enchant an opponent's creature, and they can't target it with their own spells or abilities, but you still can.

  • Cathedral of War. A free +1/+1 boost is always welcome, and there are enchantments that help it provide colored mana.

  • Bruna, Light of Alabaster. It's a top choice for a Voltron creature, but what still baffles me is you can attach Auras when it attacks OR blocks, and you can snipe your opponents' Auras too. That pretty much means attacking you or playing Auras is very risky.

Maybeboard:

  • Font of Fortunes. I may be putting too much value in an enchantment that draws 2 cards for 4 mana, but I like Inspiration a lot, and this is very much like that.

  • Oppressive Rays. Very effective against aggro, but I'm not sure it's generally better than what's already in the deck.

  • Reparations. The key difference between this and Shapers' Sanctuary is more than just colors. Reparations includes you, but Shapers' Sanctuary includes abilities. I think creatures will generally be targeted more than you, but it's a consideration nonetheless.
