Trying to subdue the price of highlander to make it more accessible to local players, this is my budget UBw reanimator list. The biggest thing to fix, honestly, is the mana. Its really weak, but the actual spells are pretty strong. The goal amount for this deck was 200.00 or less, and this deck hit around 7 bucks less than that according to tcgplayer.com as of 11-25-17.
