After having seen the Arjun, the Shifting Flame spoiler, I knew I had to make a deck based off of his ability. This was the end result. My idea here was to get Arjun out on the field, then cycle through the entire library multiple times, using cards like Jace's Erasure, Sphinx's Tutelage, Niv-Mizzet, the Firemind, and Psychosis Crawler to kill my opponents while doing so. The best way to do this was to utilize artifacts like Stone Calendar, Sapphire Medallion, and Cloud Key to make things cheaper, then play plenty of "take an extra turn" spells to make sure no one else can go. I've found that alternating the cards you put on the bottom of the library like land-nonland-land-nonland really helps prevent you drawing into a hand full of nothing but lands, because that really sucks.

After taking markbeloit's lengthy comment into consideration, I decided to make these modifications:

Fountain of Youth:
While this card costs 0 mana to play, it doesn't actually offer any relevant benefits other than being an artifact. Mind's Eye:
In nearly any other deck, this card would make perfect sense. After all, who doesn't want to draw more cards? But considering that I want to take all the turns, having the ability to sneak in extra card draw on other players' turns isn't all that helpful. Plus it costs me mana to activate, and I'd rather use that mana towards playing the card that I'd be drawing anyway. Oxidda Golem; Spire Golem; Memnite;
These cards run into a similar issue to the Fountain of Youth: While they give me 0 mana (or effective 0 mana) spells to cast, they don't really advance me towards my end goal all that much. Since I don't intend on using creature damage to kill my opponents, I don't see a real need to be playing a ton of creatures.
Whirlpool Drake; Whirlpool Rider; Whirlpool Warrior; Mindmoil;
These cards seemed like great ideas at the time; multiple activations for Arjun in one turn was a desire of mine. Only, as I've tested out decks with Arjun in them, I've found that using his ability only once is really all you need to do to be able to use the cards that you want to. These cards just aren't worth it. I have other pseudo-Arjun cards in my deck still, but I'll weed those out later.
Arcanis the Omnipotent; Opportunity; Honden of Seeing Winds:
Card draw is the most important part of this deck. After all, my wincons involve drawing cards until my opponents are out of cards in their library or out of lifepoints. Arcanis is basically Niv-Mizzet, the Firemind, but with all of his power in card draw rather than split between that and damage. Plus, if I can keep him alive, he's three cards for free every turn. Opportunity, by the point I'd ideally be playing it, is basically 4 cards for UU and a card. That's an obvious card to add. Honden of Seeing Winds is more of a replacement for Mind's Eye. I get the same average amount of card draw, but I get it when it's more relevant to me.
Prescient Chimera; Mystical Tutor; Charmbreaker Devils:
Early-game tutoring, mid-game scrying, and late-game recycling of spells? Yes, yes, and yes.
card:Jhoira of the Ghita:
Jhoira is a card that I'm a little unsure about. While she does allow me to begin queueing up my extra turns early-game, she loses almost all of her relevancy once my engine starts up. I'll just have to see how she operates in the deck.
Clout of the Dominus:
This card gives most of my important creatures, including my commander, Shroud. It basically helps me protect my engine.
Elixir of Immortality:
The bad thing about instants and sorceries is that they kinda just sit around in the graveyard once you use them, not really contributing to the cause at all anymore. With this Elixir, I can make all of them relevant once again. Oh, and gaining back 1/8 of my starting health is an added bonus.
That's 9 cards that I changed, hopefully for the better.
