The basic plan of the deck is pretty straightforward: (1) ramp as well as UB can; (2) cast Silumgar and other dragons; (3) attack with lots of dragons, ideally destroying as many of attacked opponents' creatures as possible with Silumgar's -1/-1 ability to maximize damage that gets through. More minor elements include control/removal for protection and card draw that triggers with attack or damage.

Because if the simple plan for this deck and its low price, I think it would make a great starter deck for people wanting to try the format or even Magic for the first time.
