clayperce you're missing some key interactions.

Yes, Dragon Whelp is not an amazing card. It's only a 2/2 flier that can get a tiny bit of direct damage in when Sarkhan is on the field.

However, it also does the following:

This deck is VERY Tribal, and needs Dragons on all parts of the curve to make it sing.

You have to see it through Argy's Magic googles, which are like beer goggles, only better.

I was thinking of throwing in Dragon Whelp, Furnace Whelp, and Dragon Hatchling. Although, I'm not sure what I'd take out.

As your deck list is pretty big so I thought I would give you some ideas for cards to cut.

Akroma, Angel of Fury: good, but does not have a big enough effect for commander

Anger: you're only running 2 mountains

Dragon Whelp, Serra Angel, Orzhov Guildmage, Ichor Wellspring: not large enough effect

Dread Cacodemon, Reiver Demon I'm not sure about this but I don't think Kaalia's ability qualifies as casting it

Duergar Hedge-Mage good card but again, you are only running 4 mountains and 6 plains

Fallen Angel: you don't really have a use for a sac engine.

Jayemdae Tome: Just not great

Wrecking Ball no need for land destruction and there is better creature removal

Soul Snare: better options, ie Swords to Plowshares

Ghostly Prison:fine cared but has no real reason to be in this deck

Vow of Duty: just run a removal spell

Earthquake, Evincar's Justice, Pyrohemia, Sulfurous Blast: The mardu colors are the king of board wipes, run something better. ie. Damnation, Toxic Deluge, Wrath of God, Chain Reaction, Phyrexian Rebirth, and Decree of Pain to name a few

Congregate: don't need the life gain. Unless of course you play lots of token decks

Liliana of the Dark Realms: you have 3 swamps

you have a good amount of good creature but because your commander relies on your hand here are some more card draw ideas:Ambition's Cost, Ancient Craving, Bloodgift Demon, Damnable Pact, Dragon Mage, Erebos, God of the Dead, Harvester of Souls, Necrologia, Night's Whisper, Ob Nixilis Reignited, Painful Truths, Sign in Blood, Skeletal Scrying, Underworld Connections, Wretched Confluence, and Read the Bones.

More additional combat phase spell would also greatly benefit you. World at War, Aurelia, the Warleader, Fury of the Horde, Hellkite Charger, Relentless Assault, Savage Beating, Scourge of the Throne, Seize the Day, Waves of Aggression

in case you haven't already you may want to check out https://edhrec.com/commanders/kaalia-of-the-vast for more card ideas.

Looks like a great start, hope my comments were helpful

Rev_Lycan60 I was trying to reduce the mana curve a little bit, especially the amount of red mana needed. Tyrant's Familiar is to dependent on having the Commander on the field to be really worth the cost. Having a 9 drop Commander makes it a little hard to get the benefit of the Lieutenant ability.

I really need to lower the curve even more. I need a couple more 1, 2, and 3 drops to make this deck effective. I am considering changing out Kindred Discovery for Rhystic Study. I am also considering adding Dragonmaster Outcast and maybe an additional spot removal or two. Teferi's Protection would be a good add, just not sure what to pull for it. I even considered Dragon Whelp to help lower the curve.

Any suggestions on what to pull to get the curve lower? What to put in?

Dragonlord Atarka and Bogardan Hellkite instead of Dragon Egg and Dragon Whelp maybe

miracleHat on Dragons, for fun

Consider Seething Song instead of Dragon Grip, as not only does it bring out creatures quicker it also acts a extra pseudo firebreathing for your Dragon Egg and Dragon Whelp.

Another thing to note is that Dragonmaster Outcast probably won't be that great, as if you have >5 lands then you are at the stage where you are enlarging your creatures and/or casting Hellkite Chargers. With this in mind, Dragonspeaker Shaman or Dragonlord's Servant might be better for bringing out big dragons.

I second Vibra. Dragons are a mean, mean creature type, but they are hungry for the mana. There are a couple ramping aspects to your deck, but I think I counted about.. 6ish. They also require 3-4 mana themselves (besides sol ring) to get onto the battlefield.

I would try to load up on 2 mana accelerants (maybe even elves, but they aren't dragons so they are lame). I also think you should omit Slumbering Dragon and Dragon Egg . I tried so hard to get the sleeping dragon to work.. But it requires too much to be happening to be good (minus those rings, but are kind of medium by themselves. Also, I would prefer to be attaching them to the attacking dragons and give them counters instead of the sleepy dragon.)

In terms of additions/cuts, I would recommend the above mentioned dragons leaving, the rings leaving, and in their place adding some form of card draw (whatever your preference is) and at the very least the 3 signets in your colors (golgari, rakdos, gruul) the talismans are a good consideration too. Possibly even Chromatic Lantern to fix all the manas.

It seems weird to be loading an aggressive deck with ramp, but imagine if you are casting your commander on t4-5 instead of 7. That means you probably have a 5 or 6 mana dragon out as well. And as coming from a person who was beat down by Dragon Whelps powered up by 2 Crucible of Fires, fast dragons are scary dragons!
