This deck, while it is U/W control, is extremely fair. It looks to gain incremental advantage from triggering Noyan's ability to make a small army of land creatures. The plan from there is to win with combat damage.

You can push the advantage bar further in your favor by making your lands indestructible with Terra Eternal , making them fly with Abzan Falconer , Skatewing Spy , or Halimar Tidecaller , or you can blow up everything but your land army with Planar Cleansing , Hour of Revelation , Play of the Game , Oblivion Stone , Planar Outburst , All Is Dust , or Devastation Tide .

You can also go full meme with Eye of the Storm and take near-infinite turns with Part the Waterveil , but watch out because your opponents can also join you in the storm.
