I might use some discard spells like Duress to get those pesky counterspells and other crap you don't want to see out of the way. Also, maybe replace Sphinx's Insight with something else that can draw cards for cheap at instant speed; you already want to be at instant for Improbable Alliance to work.

There is a lot of things in this deck that I see can be upgraded or removed.

First, I'll suggest some cards you could put in.

I'll start out with suggesting some boardwipes. Supreme Verdict , Wrath of God , Planar Cleansing , and Flood of Tears are some things you should look into.

More ways to stop the opponent's creatures would help. Lawmage's Binding , Frogify , and Kasmina's Transmutation stop creatures from using their abilities. Immolating Glare , Conclave Tribunal and Path to Exile are also things you should consider.

More counterspells would help too. Counterspell , Disallow , Devious Cover-Up , Void Shatter , and Absorb will stop your opponents from playing the spells they want to play.

I have a couple creature suggestions as well. God-Eternal Kefnet can cast your instants and sorceries twice, and Angel of Grace can save you from the brink.

A few miscellaneous cards that you should consider are Teferi, Hero of Dominaria , Control Magic , Lightning Greaves , and Sphinx's Insight .

Some cards to cut would be:

Flux Channeler , Cancel , No Escape , Dissolve , Blind Obedience (since it has in the card and therefore cannot be used since your commander is ), and Psychic Corrosion .

Possibly Sphinx's Insight instead of Chemister's Insight and Revitalize ? I know that it will be a 4 drop, so it would be quite expensive for just drawing two cards and gaining 2 health when I can Opt twice with only two mana with scrying one. It seems rather costly to draw two cards with Sphinx's Insight and Chemister's Insight ! If I could only use Revitalize then it would be like Opt except costing one more mana for the trade-off of 3 life, which would be very useful!

I would use Chemister's Insight instead of Sphinx's Insight .

That way, you can re-cast it by discarding a less useful card (like an extra land) later in the game.

It wouldn't trigger Hero of Precinct One , but I think it's still a much better choice.

I'm not sure about Sphinx's Insight , it does trigger the Hero but Chemister's Insight is really good the re-cast value. Same for Invade the City , is it just to have a big multicolored dude for the Hero ?

Otherwise, deck is looking quite solid !

@SoulsSlayerKnight So, I love Drowned Secrets , I have a Mono Blue deck built around it, I actually made this deck after that one. I've been thinking about placing it in this deck as well.

This is a control deck first, mill second, Seal Away is a highly useful card for this deck with the nearly 0 creatures. My reasoning for using Chemister's Insight is the jump-start and the instant speed which I use for a few reasons, but primarily to proc Dovin's Acuity .

I am looking at a few cards to replace Thought Collapse since it has a 2 Blue cost. Currently Eyes Everywhere , Sphinx's Insight , Precognitive Perception and Unwind .

But I still need more playtesting on this to figure it out a bit more, I notice a few problems it has in it's current state

I would get rid of Sphinx's Insight : 4 CMC for drawing two cards in my opinion is too expensive and the addendum effect is negligible. I'd rather opt for Opt (no pun intended), which for gives you 1 card AND let you scry.

I agree with the other users above who suggested Absorb for a useful counterspell and Chart a Course for extra draw.

I like your build, I was also toying with having a Petitioner EDH for the fun factor.

I would run Absorb from the new block, not sure if also Sphinx's Insight could be worth it instead of Sphinx's Revelation .

Also a nice card to have could be Strionic Resonator .

Since you are going for alternative mills, maybe Fleet Swallower could work better than Traumatize ?

Nice thing is also blinking your creatures through Eerie Interlude , Ghostway or Brago, King Eternal .

One minor point, you cannot use Talisman of Dominance , because it also generates black mana.
