I've shifted away from mass counterspells over the last 6-8 months and put more emphasis on creature hate, as creatures are very prominent in my playgroup (nobody's winning with infinite combos or Helix Pinnacle). The few counterspells I do run have been sufficient in fouling the big threats my opponents try playing.
Elspeth, Sun's Champion should probably be removed as she's been lackluster (and too expensive) compared to the other walkers. Ideally I would add some Eldrazi titans and Ugin/Karn into this deck, though they're currently being used in my Azusa deck.
I think I should replace the 3/4-drop rocks with 2-drop rocks as they get Arbiter out sooner. Worn Powerstone would make sense for a 5 drop commander. Thran Dynamo directly conflicts with Arbiter.
The deck is also operating on a psychological level with people who have played against it a few times, particularly in games with 3+ players. There are several "disincentives" in this deck that train people to not target you (e.g. Aetherize, Evacuation), as well as the obvious taxes such as Propaganda and Ghostly Prison. This bides us time and usually pits other players against each other even with the Arbiter hate!
I don't play land destruction or Winter Orb in this deck as I think they're a bit too salty for my playgroup. They may also drag games to an undesirable length, and a win after 3 hours doesn't seem worth it to me.

A couple of thoughts.
First, if you're playing casually with friends, Grand Arbiter isn't the way to go. My friends hated mine to much they just refused to play it. It just locks people out and isn't fun for anyone but you.

I focused a lot more on counterspells. My biggest win-con was actually the Arbiter himself. Once they are on complete lockdown just swing with your 2/3 and knock them out with commander damage.
My version is fairly budgetish, but still has a nice curve and worked very well. Of course it could have been upgraded, but I scraped it because everyone raged lol.

Mystic Gate is great but a bit pricey. Skycloud Expanse is a cheap little mana filter, not quite as versatile as its more expensive brother or a real dual-land but it can filter colorless mana from the likes of Reliquary tower and Thran Dynamo.
If your plan is to go long and get a lot of work out of Planeswalkers I'd include The Chain Veil and Teferi, Temporal Archmage. Blind Obedience works into your tapping down/taxing strategy, and with their creatures being slow and not running many creatures yourself I'd find a spot for Evacuation.
I'd also suggest:
Martial Coup (or Evacuation) > Secure the Wastes
Fact or Fiction / Recurring Insight > Dragonlord's Prerogative / Opportunity
Condemn > Reprisal
Sphinx of Uthuun / Frost Titan / Sakashima the Impostor > Prognostic Sphinx
I especially like Sakashima for her versatility. For a 4 drop you can clone any of your opponents' threats, and she can clone your own legendaries without legend-ruling them to death. Frost Titan is expensive to target, taps permanents down and is a reasonably credible threat. Sphinx of Uthuun is Fact or Fiction on a beatstick, a very strong ETB trigger to play with Venser.
It's hard to tell your budget from this decklist, but if the sky's the limit there's also: Tundra, Flooded Strand, Mana Crypt, and Mana Drain.

Straight up, I notice the deck is quite heavy. I get that your commander makes stuff cheaper, but you have to get him to stick around. And with a Grand Arbiter deck thats not going to happen. On top of that, for the most part you're not going to actually see a 2 mana price reduction as only like 3-4 cards can actually benefit from it.
You need mroe low end ramp. Even if you can slow other players down a bit with your general, any ramp heavy / green (so ramp heavy) decks are just going to race you and you will just lose. And if there are two green players, you won't have enough resources to shut them both down.
You also need to work on your win condition a bit more. Unfortunately full control decks are pretty bad at beats since most of the space is wasted on counterspells / card draw. I would look into the combo route. There are plenty to choose from, you just have to find the one that resonates with you and the deck.

Thank you FancyTuesday, nayrash5, and enpc. I've picked up quite a few of the cards suggested.
Couple of questions:
*Regarding win conditions, I've seen a few 2 card combos that could snipe an opponent such as Condemn and Tunnel Vision, though I'm concerned that relying on 2 card combos in the EDH format, even with tutors, just won't work very well and won't occur as consistently as I want.
I don't think Azor's Elocutors will live in multiplayer games (my biggest concern since 1v1 is the easiest format for this deck).
I can cheat out Omniscience with Academy Rector, though I'm not really sure what wincon combos are possible with it. For example, if I do get off the Omniscience / Enter the Infinite combo, are there any obvious cards that would guarantee a win -- even in a multiplayer format? My concern is that I would just mill myself the next turn.

Azorius Signet, Mox Diamond, Chrome Mox, and Worn Powerstone are all low Mana-Cost artifact ramp.

While you run Academy Rector yes, you have no way of killing it other than a wrath. And its not the kind of creature people are going to block. Cards like High Market and Miren, the Moaning Well are both good in that they give you a sac outlet without having to waste a nonland slot.
As for win conditions, Tunnel Vision is bad. While you can kill one player, it feels clunky to set up. Not to mention, if they're running Eldrazi Titans then you're screwed.
You have a few options as far as I see it:
Go the Voltron Route - Enchantment up your general once you have a soft lock. Start beating down on players using things like Sovereigns of Lost Alara to fetch auras like Battle Mastery, Steel of the Godhead and Eldrazi Conscription and just go for fast commadner damage.
Rest in Peace + Helm of Obedience - Rest in Peace is a good control card by itself and the two together give you a solid wincon.
Palinchron + Deadeye Navigator + Stroke of Genius + Archaeomancer - Both Archaeomancer and Stroke of Genius are solid utility cards in their own right.
Sun Titan + Fiend Hunter + Blasting Station / Karmic Guide + Reveillark + Blasting Station - Very commonly used graveyard combo. Good in that all fothe pieces (except Blasting Station) are utility in their own right.
Enter the Infinite + Laboratory Maniac - Throw in a Brainstorm and you win, simple as that.
These are a few good combos that I have seen around (or run myself). Unfortunately Grand Arbiter doesn't really lend himself to a particular win con, so you will need to be a bit creative.

I think I'll be grabbing a High Market and the 3 EA's (Battle Mastery, Steel of the Godhead and Eldrazi Conscription) to better justify the use of Academy Rector / Omniscience, and to try and solidify the commander damage wincon. I like the Voltron idea because fetching in EDH via commander attacks is much more reliable than hoping to draw into a 2/3 card combo.
Will try this out in a week or so when new cards come.

Added a few more cards based on feedback from FancyTuesday, nayrash5, and enpc.
Had a really good string of games against friends this weekend. Bribery fetched an Emrakul, the Aeons Torn and won a game outright. Cheating out Omniscience via Academy Rector was a wincon by itself (or slowed attacks directed at me as nobody wanted to kill it), especially with the extra turn mechanics that were just added. This path to winning should be more frequent with a High Market activation.
The extra turn mechanics with Narset Transcendent rebound or Tamiyo, the Moon Sage emblem (kind of a rare dream, I know) locked down a few games as well.
What are thoughts on the use of AEther Vial in this deck? Is it too unreliable because you would need it in your opening hand to get good value? Enlightened Tutor makes fetching it easier, though it might be a wasted slot if you draw it too late...say, turn 10. I'm trying to think of ways to cheat out some creatures in the 4-8 CMC slot.
Also thinking of adding Leyline of Anticipation as it's easier to play out of opponent's end-steps. AEther Vial is also consistent with this style of play.

AEther Vial is nott good in commander, the CMC of creatures is too varied and unless you specifically build your deck around it you'll whiff more than it'll work.
Also, Emrakul, the Aeons Torn is banned in commander...

If you want some solid win conditions you could try Ulamog, the Infinite Gyre, Kozilek, Butcher of Truth or Blightsteel Colossus. The Blightsteel is probably the best choice since it only needs to get in one hit, but the Eldrazi have some nice bonuses and are a little more affordable since their recent reprinting. Get the MM2 versions, they're a lot cheaper.
Make sure you have enough draw power or tutors (in these colors creature tutors will have to be artifacts) to get them into your hand.
As a warning, this commander will not win you any friends and tends to paint a huge target on your head regardless of how you build the deck. Be prepared for that!

Thanks ComradeJim270. Being my first deck, even in casual play, this was more of an attempt to play the game well (or at the same level) with people who have been playing MTG far longer than myself. I realize there are "sillier" or more "fun" commander cards out there like Jeleva, Nephalia's Scourge or Narset, Enlightened Master, though I'm a sucker for "control" styles in any game so Blue/White had to be my first. :)
That said, I suppose I could just change my commander to Medomai the Ageless or Dragonlord Ojutai to take the giant target off my back. Hell, it might even be more strategic in a game of five or more players if everyone's just going to remove GAAIV any chance they get.

If your playgroup doesn't focus you every game when you play GAAIV, then go for it. He's a good control commander if you can protect him.
For control, Azorius is surprisingly tricky to find a commander for. Daxos, Bruna, Ojutai, and Medomai all favor a voltron strategy since they need to hit someone to do their thing. A lot of the others don't quite fit for control. Maybe look into Gwafa Hazid, Profiteer or Isperia, Supreme Judge. You can still have GAAIV in the 99!

To answer you question from your Azusa deck. I think the rocks can do an okay job of picking up the slack from running 34 lands but they do take mana to play as well. Personally I would rather have 36 lands minus 2 rocks but Im guessing it plays fine, unless you're getting screwed consistently.

Creatures: I would add Elesh Norn, Grand Cenobite, Avacyn, Angel of Hope, and Teferi, Mage of Zhalfir. Norn brutalizes creature decks, and helps you seal the game much faster. Avacyn makes everything you control far harder to remove, and being an 8/8, she's no slouch in combat either. Teferi says NO! to counterspells, and lets you summon dudes at anytime, both of which are awesome. I would cut Medomai, because while he looks good on paper, in reality, he's just going to get countered or removed, and there a better ways to take extra turns anyway.
Instants: I would add Capsize and Time Stop. Capsize lets you have a Boomerang every turn, or one turn with a whole bunch of them, the only limit is how much mana you have. Time Stop counters uncounterable spells, and you can end someone's turn before they draw, also great at fouling infinite combos. I would cut Nullify, because even though it costs two mana, its really specific as to what it can counter, and you have better counter-magics anyway. Rebuff the Wicked also has a similar problem, and can be cut too.
Sorceries: I would add Time Stretch, Temporal Mastery, Time Warp, and maybe Beacon of Tomorrows. I said there were better ways to take turns, and while these aren't as repeatable as Medomai, they aren't going to get killed by removal, nor due you have to wait an entire round to take extra turns with them. For them I would cut, Lightning Greaves, because you run a low creature count, and have not much of a need for them anyway. I would cut Prognostic Sphinx, because he suffers a similar problem to Medomaiin that he requires a turn cycle to be useful, and you have better draw fixing anyway. I would cut Venser, because you don't have many things that benefit from being bounced, and while his Emblem looks good on paper, there's no way he's ever going to get there. Finally, I would cut, Dragonlords Prerogative, because you have better draw outlets, and again, the cheeky interaction with Dragonlord is only going to come up once in a great while anyway.
Mana: Flooded Strand, Seachrome Coast, and if you can find//afford one, Tundra would all be better Mana-Fixing than Cove, Guildgate, and Coastal Tower. If you can't find Tundra, I would leave in the Cove, because at least it does something other than just tap for mana. Maze of Ith and Strip Mine are great in EDH, because they provide ways to deal with things Blightsteel Colossus and Cabal Coffers, respectively. I see you have Haven of the Spirit Dragon, which is cute with the Dragonlord, but not all that amazing, and a bit of a wasted slot, It would likely be better as Plains.
Overall, looks good, I've got an Azorius list you can look at for ideas, if you want. Democracy Inaction
