Tasha, the Witch Queen built around the mill/steal mechanic. It's very efficient at grinding people out and can pull out a win from left field.

Notable plays/combos:

Chain of Smog + Sedgemoor Witch Chain of Smog + Professor Onyx Bloodchief Ascension + Mindcrank Peer into the Abyss + Sheoldred, the Apocalypse Bruvac the Grandiloquent + Traumatize or any other "top half of their library" card Mnemonic Deluge has won me some games. Usually targeting something like Fractured Sanity or Tasha's Hideous Laughter

The rest of the strategy is to capitalize off of your opponents' card loss. Tasha is strong in this category, so I made sure to include cards that aid proliferation and protection.

Kaya's Ghostform is basically a free re-cast for Tasha (or any creature or planeswalker).

No Mercy and Dissipation Field effects help protect our strategy and assets because eventually someone is going to get pissy and start targeting our beloved queen.

I've been wanting to have mill be a viable strategy in EDH for many years now. I am extremely happy that some powerful mill cards have been released as well as a unique, reasonable CMC commander to go along with it. This is one of my favorite decks to play these days.
