Whenever an opponent casts a spell, if no mana was spent to cast it, counter that spell.

Knowledge Pool combos with Lavinia, Azorius Renegade or Teferi, Mage of Zhalfir.

Lavinia will just counter anything your opponents try to cast out of the pool, while Teferi simply won't let them cast anything since pool works at instant speed.

Many Lavinia decks are centered around Knowledge Pool and Omen Machine since their both difficult locks to get out of.

Cut all of the sorcery speed Stone Rain effects. Numot does twice the work for the same cost.

Lavinia, Azorius Renegade really good alongside land destruction.

Impending Disaster the cheapest Armageddon in the game.

The deck needs more mana rocks to nullify the land destruction. Gilded Lotus is great for one tap Numot activation.

Stax is the most outrageous villian and azorius (Blue/White) loves stax.

Grand Arbiter Augustin IV or Lavinia, Azorius Renegade with effects like Mana Vortex, Winter Orb, Rest in Peace, Peacekeeper, Meekstone, and Armageddon will keep everyone begging for resources.

Or you could play Urza, Lord High Artificer and be the only one not affected by Static Orb.

Equipment and other stabtastic things are fun, and your deck has a lot of my usual favorite toys in those colors. I approve. I do have some thoughts that might help you, though, but some of these are playgroup dependent (or meta-dependent):

• From MH3, things like White Orchid Phantom, Estrid's Invocation, Lion Umbra, Glyph Elemental, Indebted Spirit, Triton Wavebreaker, and Monumental Henge all might prove useful.
• Some other fun toys in your colors I quite like include Mirari's Wake, Mirri, Weatherlight Duelist, Privileged Position, Lavinia, Azorius Renegade, Linvala, Keeper of Silence, Yosei, the Morning Star, Exalted Angel, Sublime Archangel, Eiganjo Castle, Council's Judgment, and Questing Beast. These may or may not do things for you, but they might help depending on how crazy things are in your playgroup.
• I'm very surprised you're not running Umezawa's Jitte, given how it likely synergizes with Rafiq (and it's just a really good card).
• Steelshaper's Gift, Fact or Fiction, and Eladamri's Call might help you get to the fun stuff, and Abundance combos really well with Sylvan Library.
• While you aren't really an equipment deck , Puresteel Paladin might both get you cards and makes your equipment quite cheap (and it's easy to turn on in your deck). I also quite like Kaldra Compleat and Batterskull, but I'm not sure if you want to draw that kind of attention.

Oi! Sen Triplets is so busted lol, great choice.

Consider more {B} Tutors if you're looking to keep up with high-power pods more effectively, unfortunately there's really no way around it. Recruiter of the Guard could also pull a lot of weight here, considering all of the applicable pieces like Walking Ballista & Grand Abolisher.

Stuff like Paradox Haze, Mnemonic Betrayal, Praetor's Grasp, Mindslaver & Word of Command also offer value and pseudo-redundancy to this Commander, but they might be getting a little too cute with synergy too.

Card advantage pieces like Ad NauseamGC, Dark Confidant, Dark Tutelage, Scroll Rack & of course Necropotence get around card draw Stax pieces like Notion Thief & Narset, Parter of Veils. You may also want to consider those two in this list! Lavinia, Azorius Renegade, Linvala, Keeper of Silence & Chalice of the Void will ruin a lot of game plans as well. If you were running Reanimator I'd also recommend Void Winnower, but this may not be the Commander for all of that...Definitely consider Silence & Angel's Grace, though! Perhaps some Rule of Law effects like Archon of Emeria as well, but it seems like you're trying to go fairly fast here so maybe not lol.

I know they're "boring", but cards like Brainstorm, Ponder, Careful Study, Tolarian Winds & Dark Ritual are just...really, really good haha.

Rhystic StudyGC & Sensei's Divining Top are obviously absolute bangers. Same with Sea Gate, Reborn  ^Flip & Agadeem, the Undercrypt  ^Flip, can't recommend them enough.

Lastly, a piece that I don't see often but is definitely worth it in high-power pods: Deep Gnome Terramancer. This lil dude Ramps you so much you'll think you're playing a {G} deck, it's actually absurd.

DrukenReaps it sounds like you've never played mono white stax before. Crippling the game from the command zone is a good thing? This as a commander single-handedly halves the amount of games you can play in a night, annoying your opponents in the process.

I've never played a game where Torpor Orb wasn't universally welcomed with groans from all players who didn't cast it. It's fun... once. Just once. See what happens and then disband the deck or be sternly lectured by the playgroup. Take it from someone who played Hokori, Dust Drinker and Lavinia, Azorius Renegade long ago with the same vibes '^^

cEDH players will probably think it's fine, the higher power your meta, the better your answers to a threat like this, or at least the better your ability to play around it. It's as much mana as Ad Nauseam after all. But at casual tables, this card screams very loudly: "DOUBLE MY FUN, NONE FOR YOU ALL" which is a sentiment I don't associate with white in the color pie, nor with a nice game of casual commander '^^

It really is on the same page as Hullbreacher, Opposition Agent, Narset, Parter of Veils, Notion Thief, Drannith Magistrate, Karn, the Great Creator and the like. It's going to punish opponents just for trying to play their deck, even without any other deckbuilding effort. It's at least as punishing as the old praetors, but for half the mana.

If you go against this deck, play blue and make sure you can Clone it, so that everybody is equally unhappy and all can learn from the terrible experience ;)

3x Portable Hole clear a path/interaction

2x March of Swirling Mist protection spell

1x Kytheon, Hero of Akros  ^Flip value/go faster

3x Thalia, Guardian of Thraben hates on spell based decks

3x Cathar Commando enchantment/artifact hate

1x Lavinia, Azorius Renegade can hate on fires or nykthos

2x Rest in Peace answers graveyard stratagies

CoarselyRefined Not quite. Although Teferi, Mage of Zhalfir is worded as "Each opponent can cast spells only at any time they could cast a sorcery."" it actually means "Each opponent can only cast spells during their main phase, when the stack is empty". The way Knowledge Pool works is the opponent casts a spell, Knowledge Pool triggers and exiles it, instructing the opponent to choose and cast a spell from among the previously exiled cards. He chooses one and attempts to cast it, however the thing that allows him to do so it the Knowledge Pool's trigger itself, which is still on the stack. Teferi, Mage of Zhalfir sees this and say "No, you can only cast spells when the stack is empty" and stops the spell. That's how the lock works.

Anyway, thanks for the Lavinia, Azorius Renegade suggestion. I'll try to get my hands on one soon. Cheers!
