Working with a $150-$180 budget with Animar that costs $23. I think Morph is the way to go for a Budget Animar Deck.

The early game for this deck starts off quite linear. Play the Ramp Creatures to get Mana and to put the 1st few counters on Animar. Once there are 3 counters on Animar, that brings the cost of casting Morphs face-down to 0.

Most Morphs have unique and useful effects when turned face-up. Rattleclaw Mystic has Mana Ramp, Den Protector brings a creature back from the graveyard. Ainok Survivalist destroys target artifact or enchantment. Kheru Spellsnatcher counters target spell, exiles it and that spell can be cast without paying for its mana cost. With Chromeshell Crab, you can exchange a creature with an opponent's and with Brine Elemental, opponents skip their next untap step. Morphs are also needed Combo pieces.

Cost of casting Morphs face-down is 3 colourless. Animar can bring that down to 0, allowing Cloudstone Curio to keep bouncing either 1 of 2 Morphs, making Animar Infinitely Large. Plus, Morphs is so budget-friendly, I can include Aluren in the deck and not stray too far from the budget.

Aluren with Man-o-War or Aether Adept will make Animar Infinitely big. For Infinite Mana, use Temur Sabertooth to keep bouncing Peregrine Drake. Add Purphoros, God of the Forge to deal Infinite Damage. Also, Aluren and Man-o-war/Aether Adept get Infinite Storm Count.

There's only 2 Storm spells in this deck. Brain Freeze, an Instant, with Infinite Storm Count will Infinitely Mill opponents' library. Grapeshot, a sorcery, will deal Infinite 1 Damage. The only other Instant and the only other Sorcery are Tutor Spells.

The 2 Tutor Spells are supplemented by 4 Creatures with Tutoring abilities.
Kaho-> Brain Freeze, Mystical Tutor.
Mystical Tutor-> Grapeshot/Primal Command.
Primal Command -> Any Creature.
Trophy Mage-> Cloudstone Curio
Fierce Empath-> Brutalizer Exarch.
Brutalizer Exarch-> Any Card.
Another way of getting the needed cards is Drawing and/or Cascading into them.
