The IB deck is a lot of fun to play. I added Kusari-Gama thinking that it could work but I then found out through play testing that as soon as I sacrifice the creature, the equipment falls off and then damage is delt but I can still trigger it as long as Shared Animosity is pumping my creatures enough to board wipe.
But in my meta there are a lot of Derevi, Empyrial Tactician, Rafiq of the Many, Captain Sisay. Just heavy counter/bounce magic, board wipes, and wheels. IB does kill at least one person in a 4 man pod but I die almost immediately afterwards. My board state (when I kill that one person) usually has Goblin Chirurgeon, Goblin King/Goblin Warchief, Krenko, Mob Boss, Blood Moon, Mana Web, Price of Glory, and Shared Animosity. I am very much still pleased with the deck. Just giving feed back as to what types of meta it has a hard time with (if you don't already know).
I did have a huge favor to ask of you. I love death and taxes style decks. If you swing at me we both lose stuff but you will lose more. I run Shattergang Brothers and it can be mean. I just want a new deck that mimics death and taxes. I have my eyes set on Michiko Konda, Truth Seeker, and Darien, King of Kjeldor. But a Daretti, Scrap Savant deck would be awesome! I know those decks are mono colored but I am not only wanting mono colors, it just happened like that.
I was also thinking that I want to do a artifact heavy, deals damage based off cards target player has in hand over or under a certain amount like...The Rack, Ankh of Mishra, Ebony Owl Netsuke, Jinxed Idol, Jinxed Ring, Mask of Intolerance, Thumbscrews, Scalding Tongs, Iron Maiden, Misers' Cage just to name a few hahaha, massive card draw. No real intent to win through combat damage but maybe taking an extra turn or mass artifact over run. I would like my commander to be someone who can consistantly put out artifacts and so I have picked Muzzio, Visionary Architect or Padeem, Consul of Innovation (unless you know of one better). I am sorry this comment is this long. Thank you for all the help...

ZombieTribalFTW please explain how the combo is supposed to work. As I see it, Goblin Chirurgeon doesnt help. First, you cant regenerate Krenko, Mob Boss if you have sacrificed him. Second, even if you could do so, a regenerated creature becomes tapped so you wouldnt be able to reuse his ability.
Of course, if you have enough gobbos out, you can produce enough mana with Skirk Prospector to keep casting Krenko over and over again. But then you dont need the Chirurgeon. Right?

Pallino: Since they both effect activated abilities, here is all the stuff that can take advantage of one or both (Note: You don't have to pay the original cost of the ability - like saccing the creature - each time you copy it):
Burnished Hart - Both, up to a total of 6 basic lands.
Feldon of the Third Path - Both, up to a total of 3 copies of graveyard creatures.
Goblin Chirurgeon - Both, regenerating up to 3 creatures for each sac'd Goblin.
Goblin Sledder - Both, up to +3/+3 for each sac'd Goblin.
Goblin Welder - Both, up to 3 switched artifacts.
Ib Halfheart, Goblin Tactician - Both, up to 6 goblin tokens for each pair of Mountains sac'd. This gets out of control with Purphoros/Impact Tremors out.
Kiki-Jiki, Mirror Breaker - Both, up to 3 copies of 3 different creatures you control.
Krenko, Mob Boss - Both, up to 3 sets of Goblin tokens. This is especially strong because it recounts the number of Goblins for each cast. 5 goblins on the field already turns gets 5 additional tokens from the first ability, then the copy that ability for an 10 additional tokens, and copy it a third time for 20 additional tokens for a total of 40 Goblins!
Moggcatcher - Both, up to 3 tutored Goblins into the battlefield.
Siege-Gang Commander - Both, up to 6 damage distributed 2 at a time to a creature or player.
Skirk Fire Marshal - Both, up to 30 damage to each creature and player.
Skirk Prospector - Both, up to 3 red mana from one sac'd Goblin (still costs 2 colorless though).
Aggravated Assault - Just Rings, up to one additional combat for an extra 2 colorless (as opposed to casting again for 3RR)
Goblin Bombardment - Just Rings, 2 damage per each sac'd Goblin.
Scroll Rack - Just Rings, draw 2 times the number of cards set aside.
Surveyor's Scope - Just Rings, fetch 2 lands times the number of players with more than two lands than you. In a 6 player game I've used Ib to sac down below the threshold for every opponent, and then used Scope with a copy from Rings to bring 10 lands into play!
Arid Mesa - Just Rings, fetch two lands.
Bloodstained Mire - Just Rings, fetch two lands.
Myriad Landscape - Just Rings, fetch four lands.
Scalding Tarn - Just Rings, fetch two lands.
Strip Mine - Just Rings, destroy two lands.
Wooded Foothills - Just Rings, fetch two lands.
As you can see, there are a lot of ways to take advantage of them that aren't all that obvious. Honestly though, I would probably include them just for their benefit to Krenko and Ib alone.
Goblin Welder I tend to get more use out of. He is nice to draw naturally, but I will also tutor for him if I am having a particularly hard time with certain artifacts on the field. I don't run it anymore, but it combos really well with Liquimetal Coating.
Feldon of the Third Path is definitely more situational, but between him and say an Elixir of Immortality, where I will also get back all the lands I purposely sac'd (lategame this lowers the chance I would topdeck a spell I want over my 10th land that I don't.), I would rather have Feldon all day long. Bringing back a hasty Krenko, Purphoros, Grenzo, or Skirk Fire Marshal for even a turn can be enough to win the game. It is definitely more of a fringe benefit card, but I still like having that little bit of "recursion" in there over nothing at all.

Goblin Chirurgeon It combos with Krenko, Mob Boss Goblin Warchief and Skirk Prospector to make infinite goblins AND mana to play everything in your hand to obliterate your opponent spectacularly, also Goblin Recruiter lets you search for the cards you need for the almighty combo so if he is in the opening hand it's ALMOST guaranteed a victory.

Hi, this looks like a great start! Krenko is one of my favorite commanders; he's a solid choice whether you play aggro or combo. Also, mono-red EDH! People tend to bash on red in the format, but I love it!
I think you could scale back the number of lands you have. In general, 37ish is the number of lands I aim for in commander, but Krenko's curve is so low compared to other EDH decks you could even go lower (with mana rocks or ramp, of course). I run 35 lands in my Krenko deck, all basic mountains (talk about a budget mana base!).
Other cards that would fit effectively with Krenko are Goblin Chirurgeon to help protect your board, Impact Tremors is like a mini Purphoros, Skullclamp can give you crazy card advantage, Thornbite Staff and any of your sac outlets like Skirk Prospector or Goblin Bombardment will let you pull off some infinite combos if that's your style, Five-Alarm Fire gives you repeatable lava axes just for combat damage, Fervor if you want more haste, Battle Hymn if you want another Brightstone Ritual, Massive Raid and Mob Justice can one shot someone out of nowhere (not as cool as Goblin War Strike). You've already got my two favorite goblin board wipes with Goblin Assassin and Skirk Fire Marshal, these guys do some real work with Krenko!
Now go wreck some pillow-forting control player!

A decent base here, though I feel like you're missing a fair number of staples for this deck. Here is a list of cards you could try out Siege-Gang Commander, Goblin Chieftain, Goblin King, Goblin Chirurgeon, Goblin Lackey, Warren Instigator, Door of Destinies, Quest for the Goblin Lord, Goblin Ringleader, Patron of the Akki, Cavern of Souls, and Empty the Warrens.

The cards that are going on the add list should help speed the deck up and cards that should be taken out are either to slow or just not as good as other cards that are on the add list. Now it's your deck so you do what you want, but these cards should help out a lot. Alright here we go.
