This is a Rafiq of the Many commander deck that only uses legal cards until, and including, New Phyrexia (05-14-2011 is the agreed date). There is no budget, and it is expected to have an active strategy and not be reactive in the sense of countering everything. With this commander, I doubt coming across much of that, which is a reason he was chosen. I believe that explains all the "Rules" that have been discussed for this classic matchup between friends.
