The deck has 31 non-land ramp cards. Under normal circumstances this is way too much ramp for a deck. But Kozilek makes it appropriate for several reasons:

  1. He costs 10 mana. You'll need excessive ramp early game to cast him at all.
  2. He refills your hand. If you play out most of your hand to ramp into Kozilek, you draw back to 7 once you cast him.
  3. He can turn redundant mana rocks into counterspells. If Kozilek refills your hand with all ramp and you're already at 10-12 mana, you can use those seemingly dead cards as free counterspells to protect your board state.

The game plan is fairly clear after looking at the giant eldrazi beaters in the deck.

Forsaken Monument + Basalt Monolith
