This is a fairly highpowered deck for Hapatra. The deck makes use of hapatra innate synergy with -1/-1 counters alongside cards from the other sets to make a super efficient deck with plenty of ways to win to game. To put it on a power level scale, assuming a precon is around 5, and the tier 0 of Cedh as a 10, with tier 2 of Cedh as 9, I would rate this at an 8.
