Get infinite mana and then use Urza, Lord High Artificer as an outlet to win the game.
There are a number of ways to get infinite mana:

Dramatic Reversal + Isochron Scepter and 3+ mana rocks.

Basalt Monolith + Rings of Brighthearth .

Pili-Pala + Rings of Brighthearth + Urza, Lord High Artificer . The Pili-Pala will need to stay on board for a turn to be able to use its ability.

Pili-Pala + Training Grounds + Urza, Lord High Artificer . The Pili-Pala will need to stay on board for a turn to be able to use its ability.

Grand Architect + Pili-Pala . The Pili-Pala will need to stay on board for a turn to be able to use its ability.

Storm off with Aetherflux Reservoir .

You can loop through your deck an infinite number of times using Echo of Eons and bringing it back to hand or library with Codex Shredder or Elixir of Immortality . This allows for infinite storm count.

Dramatic Reversal + Isochron Scepter infinite untaps allows you to tap Codex Shredder infinite times and mill your opponents out. Alternatively, you can draw your opponents out by tapping and untapping Temple Bell infinite times and shuffling your graveyard back into your library with Elixir of Immortality .

You want on opening hand with:

Turns typically go like this:

  • T1: Land

  • T2: Land + Mana Rock

  • T3: Land + Urza (comes with his free artifact creature token).

  • T4: Play another artifact, a win con piece, or tutor up a win con piece.

  • T5: Play 1 or more win cons. Wait a turn if you can accrue more mana and have a counter spell.

  • T6: Play win cons and counter disruption if necessary.

We want to avoid playing artifacts that enter the battlefield tapped. This is because Urza's ability turns them into instant speed mana rocks, so if they're untapped we may be able to play additional spells that turn.

Protecting Urza or your win condition pieces is critical so depending on how the game is going it may be worth waiting a turn to play these cards if you can first drop protection cards like Voyager Staff or Lightning Greaves or even so you can counter disruption.

Urza's second ability allows you to tap artifacts and can make cards that normally effect all players like Howling Mine and Winter Orb only benefit you by tapping the artifact for mana at the right time.

This deck is likely at the very bottom tier of what could be considered cEDH and has a ton of room for improvement. Ways to upgrade in the future include: more efficient counterspells, better tutor cards, and better artifacts that have static abilities (namely stax cards).
