Sorry, it's been a flood of questions lately.

Gargos, Vicious Watcher is in play, and I want to have it fight Grothama, All-Devouring by casting Mending Touch targeting Gargos. Will the fight occur before Mending Touch resolves? I'm not sure about the stack order with this, as I don't know if Gargos triggers on the cast of the spell, or the resolution, and then where the trigger will go on the stack. Will Gargos receive the regeneration effect before it fights, and prevent its death, or will it die first...?

Very nice budget deck!

Cards that add Counters: 19. Cards that offer Enchants: 15. Cards that offer equip: 16.

It looks like you have many ways to augment your commander as needed. The lowest one is enchantments, but 15% chance still looks pretty good. Do you have any Enchantment tutors or artifact tutors you could add?

You've got lots of hexproof which is excellent protection. I'm not seeing any boardwipe protection however. What about Regenerate to stay out, while keeping counters/enchantments/equipment attached? There's Heal the Scars, Mending Touch, and Regenerate. Fortitude, Molting Skin, Savage Silhouette, Serpent Skin, and Trollhide are enchantments, too.

Lastly I see lots of card draw, which is great. Lots of land drops look good on paper, but I am not experienced with how many is too many. Do you have other cards beyond Silkguard and Exponential Growth that gain value from increasingly large mana pools? Obviously if you have the mana and you have the cards, it is great to keep casting. How much do you foresee needing to tap in one turn?

Mainboard:

1xWestvale Abbey  Flip - makes tokens, synergized wincon

up to 4xBlade Splicer - tokens+First Strike

up to 4xBrave the Sands (swap out Fog, Mending Touch, or Druid's Deliverance - block with tokens instead of dodging - this will free up your mana and give you confidence to swing.

By T3-T4, there's a decent chance you're going to start running low on cards - some sort of draw card is going to be useful, and Harmonize is probably the best budget-minded option.

Sideboard:

3xRootborn Defenses - anti-Ratchet Bomb

4xSundering Growth - artifact/enchantment removal+Populate

2xOblivion Ring/Banishing Light - Remove Planeswalkers and other nasty things

4xBlessed Alliance/Celestial Flare - get around Hexproof/indestructibles

1xElixir of Immortality - thwart Mill

1xWitchbane Orb, Shalai, Voice of Plenty/Aegis of the Gods - thwart Mill and Burn

I think is a little bit slow, maybe you can replace Agent of Horizons for Llanowar Elves or something similar.
And maybe Blossoming Defense or Ranger's Guile for Gaze of the Gorgon and Mending Touch.
I think Apostle's Blessing can help, it protect your creatures and give them unblockeable when you need.
With Hidden Strings you can tap possible blockers or untap your own lands and you can play it again with cipher.
Other late games threats that you can consider are Living Hive and Stolen Identity.

Vraska - Vorel can't double the counters on Planeswalkers. I still like Kiora in this deck, but the only way to user her -8 ability right after you cast her is Doubling Season.

Winterblast - All of your suggestions are terrible and you should feel bad. (Except Crystalline Crawler, that's fine.) Why do you hate fun?

Arikarin - Mostly I agree with Vraska; you need a lot more mana. Try to run at least 38 lands, and get some more mana rocks. The very best Mana Rocks for you are Everflowing Chalice and Astral Cornucopia, 'cause they can get really out of hand really fast with Vorel. I also run a Pentad Prism - it just a Crystalline Crawler without a body, it's pretty nice.

Also look into more utility Graft Cards. Vigean Graftmage is really silly with Vorel. Sage of Fables and Zameck Guildmage each do serious work for you.

Mostly I think you need to take out a bunch of cards that are... sort of just terrible?

As far as Crypt Incursion goes, you're not really in colors for protecting your graveyard or countering anything, so the only real way to deal with it is to rely on your hand disruption: Duress, Thoughtseize, and Inquisition of Kozilek being your best options.

Protection wise, if you're only trying to protect Melira, Sylvok Outcast, I feel as though Mending Touch is better, due to it only being 1 CMC.

Also, if budget is not a problem, Windswept Heath's or Marsh Flats' are much better than Evolving Wilds, and for removal you may just want to consider Path to Exile over Angelic Purge. While Angelic Purge suits the deck better theme-wise and can remove more threats, being 3 CMC, is quite a bit and will most likely take up an entire turn, which isn't really what you want to spend an entire turn doing. To make room for an extra Path to Exile, or any card you want, you might want to consider shaving one of the Dictate of Erebos, solely due to the high CMC, so you wouldn't really want multiple cluttering your hand at the same time, but that's just a thought, I obviously haven't done any testing with the deck.
