This is my semi competitve consultation Kess deck(mostly limteded by budget. The main way to win with this deck is using Demonic Consultation naming Laboratory Maniac then casting consultation again with kess after playing labman then ending with any draw spell to assure your victory. You can also win with Dramatic Reversal + Isochron Scepter + expansion/explosion / aetherflux resevoir.

To make the deck more budget friendly while still being decently strong i would recommend cutting: Disallow , Ral Zarek , Search for Azcanta  , Grixis Panorama , Steam Vents , Sulfur Falls , aetherflux resevoir, Primal Amulet  , Rolling Earthquake , Kindred Dominance , Dockside Extortionist . These cards are about $80~ of the price and can all be cut for budget friendlier options or cards from your collection to make the deck more affordable.
