This deck seems to be perfectly legal for pioneer. Also, isn’t Volcanic Spite strictly better than Fire Prophecy? I would play some Portal to Phyrexias as a Treasure Chest payoff, and also as something Magda can get.

So in the current "combo" build the priority is finding a Transmogrify spell as fast as possible. This means card draw, card draw, card draw, leaving very little room for interactive spells, in fact maybe only 2 or 3 slots total are optional. I even got rid of my hand fixers Into the Fire, Fire Prophecy, and Volcanic Spite for better card draw spells to avoid consistency issues/whiffing.
So putting in removal like Wild Magic Surge and others is probably prudent but here's the challenge: take away too many Heroic spells and the deck doesn't go off at all for lack of kobold token targets. Take away draw spells and you can't find Transmogrify spells. So adding more interaction may undermine the all-in combo build's winning chances.
With mono red I think leaning into the risk/reward style is the only way to play to win. That's why I run Zada in the list because even if you are a little behind on turn 8 or have to rebuild from scratch, a single Transmogrify targeting her can drop 10 dragons on the board out of nowhere. Yes that's great explosive potential but notice how it's about consistency too. I didn't get 2 dragons on turn 4 but I got 10 of them from a combo move on turn 8 = similar outcome.
As far as dealing with removal, single target isn't a threat at all because we can play our commander with tax, a Heroic spell, and likely have the deck velocity to land multiple threats a turn. As usual it's board wipes that are the critical test. The best way to play around this is not to go all in and play every Heroic spell so that the wipe leaves you creatureless and with no cards in hand. Pace yourself. Play two Heroic spells so you have 2-3 kobolds ready and wait for the right time to strike against the control player.
The best cards here are repeatable Transmog effects like Lukka, Coppercoat Outcast and Fireflux Squad so you can keep playing threats every turn. And because nearly half the deck is card draw, rebuilding your hand kind of built-in.
Power Level is tough. This list is tuned. If I spent $50 on a precon and added $50 of upgrades I'm not sure I would win as much as this deck does in my casual $100 budget pods. But it's not oppressive, unfun to play against, or impossible to disrupt either. In fact this build is a little more of a glass cannon than go wide aggro builds. Maybe 6 or 7?
When there is no perfect answer, I think it all really comes down to taste. Combo can whiff. Voltron is even more glass cannon than aggro or combo. Aggro can run out of steam, lack threat level altogether or may have the hardest time rebuilding after multiple board wipes. That's why for me, taking the win percentage out of the equation and focusing on whether the style I'm playing is fun is important. And for me the answer was very flavor focused on seeing tiny kobolds transform into deadly dragons. Win or lose its cool to pull off!

Hi, I mean this in the most constructive way:
i think that I know of some lands that may help you ramp in case you want to:
These can serve as ramp in a pinch (except for sandstone, which dies in 2 usages).
Do you really need Crucible of Fire? It seems that dragons are already powerful on their own and that these slots could be used for something else.
There is also a land that I think may help you more, which is Ghitu Encampment. The first strike 2/1 can be more versatile. The utility lands you chose seem to be more dedicated to offense, but that's not always going to be the case.
Tears of Valakut can also only target flying threats... wouldnt it be better to have something that kills a wider range of creatures? Like Dead / Gone, maybe? Or Fire Prophecy, which may allow you to "cycle" an unwanted card.
And in case you are in a pinch, maybe use a card like Pyroclasm or Sweltering Suns (and I just noticed it may help activate the Dragon Eggs).
Idk about the price, but the "spell lands" also seem a bit helpful: Spikefield Hazard Flip, Valakut Awakening Flip.
Sarkhan, Fireblood, Sarkhan, the Dragonspeaker and Sarkhan, Dragonsoul also seem interesting... Sarkhan's Triumph too.
There are too many Dragon-related cards to choose from @_@
also, maybe try cutting the deck down to 60, it'll make it more consistent (22 lands for 70 cards isn't enough)...
If you could manage to use only odd-cost cards, could even use Obosh, the Preypiercer as a companion

Valakut Awakening Flip, Fire Prophecy and See Beyond are good ways to reshuffle Emrakul back.
Aquatic Incursion provides Hexproof creatures to prevent removal on them.
Boseiju, Who Shelters All also can make your combo uncounterable.
I don't think you need the 4 Emrakuls... only 2. Unless you intend on playing Through the Breach MD or SB.
I see the Mass Polymorph in there. Have you tried making a deck dedicated to it instead? (A deck that doesn't necessarily brings ONLY JUST Emrakul). Mass Polymorph has the potential to win the game on the spot withXenagos, God of Revels, Iona, Shield of Emeria, Archon of Cruelty, Blazing Archon, Platinum Angel entering the board on the same time :V

This is an excellent idea for a deck! Burn with beaters!
My only suggestions would be that Light Up the Stage is kind of a non-bo with Isochron Scepter since you can't imprint the exiled cards. Since you are running blue and red both there are tons of cards that can recur spells from the graveyard that might be better and blue just has access to straight up draw spells. Light Up the Stage is really intended as one of the workarounds to mono-Red not having access to true draw effects that aren't attached to wheels or looting. Expressive Iteration is just a straight up better card imo when running blue splash since you get a card in hand and a card you can cast from exile. If you're really intent on running Light Up the Stage you might think about replacing the Sceptres with something that just straight copies spells (too many to list here).
For your sideboard: Izzet Charm gives you lots of options and a wheel draw. Azorius Charm gives you draw or the lifelink can be amazing on your pile of golems you just put out. The other ability is also nice for dealing with tricky indestructible creatures or the like. Peek gives you vital information and cantrip draw, but I get it can be hard to run in a deck that is just splashing blue. Dragon's Claw will help you with a burn mirror and work with most of your cards.
Other fun stuff: Improbable Alliance synergizes with your whole deck plan if you add in more of the card draw as does Saheeli, Sublime Artificer and The Royal Scions
Other fast card draw: Fire Prophecy and Glimpse of Freedom

I always find that monored EDH decks tend to have an issue getting enough cards in hand. I could see that being an issue here, especially with the "free" play abilities you have in! Some things that could help are cards like

So, I had an interaction where I hard cast Chromatic Orrery with all my lands and I had the 5 colorless from Chromatic Orrery . I wanted to Shock and Fire Prophecy , but I only had colorless. Does Chromatic Orrery make it matter whether the mana is colorless? Or can I spend colorless mana as though it were mana of any color?
