This is a semi-competitive Jhoira deck I made. This deck most likely won't hold up against any actually good decks, but it's fun to play. :)

So... what do you do? I start by casting Jhoira around turn four, possibly earlier if I am facing faster decks, but it's better to hold onto any low-cost artifacts until Jhoira comes down. Once she does, you play an artifact, draw a card, repeat.

To help this process, there is Etherium Sculptor, Foundry Inspector, Herald of Kozilek, Jhoira's Familiar, and Ugin, the Ineffable. These all reduce the cost of your artifacts, and you can also use Sculpting Steel to copy one of these if you need even more reduction of costs. To remove excess land, most of which is non-historic, you can use Mana Severance. Finally, there is Vedalken Archmage and Alhammarret's Archive to draw more cards when playing artifacts.

If you are missing your favorite artifact, or are missing any cost-reduction cards, you can use the tutors, Fabricate, Inventors' Fair or Kuldotha Forgemaster. There aren't that many, but there should be enough of everything for you not to need them.

Extra helping cards: Emry, Lurker of the Loch, Academy Ruins, and Buried Ruin can all be used to return Artifacts to play, all with varying degrees of usefulness. Darksteel Forge and Padeem, Consul of Innovation work to keep your artifacts down. Everything else should be somewhat obvious or explained later, but if it doesn't seem to fit, I probably just wanted it to flex on my playgroup.

Now for the more important part, how do you win? I didn't want to have a bland deck with only one win condition, so I put in some for everyone(everyone being me, who is using the deck). I didn't(I think) include any infinite combos, as I think they're somewhat boring, so here's the list I thought of:

A cheap Metalwork Colossus to swing out. The construct from Urza, Lord High Artificer + like 20 artifacts to swing out. The Locust God or Sai, Master Thopterist + Card draw from Jhoira/artifacts to swing out. Reckless Fireweaver + Rebuild/Retract to play all your artifacts again, pinging enemies to death. Aetherflux Reservoir should be rather obvious. And of course, Laboratory Maniac to win by drawing out.
