By Budget I mean I will not buy a card valued at $5 or more, for the time being. If I open it in a pack or trade, that's fine. It also means I probably won't play Planeswalkers. Also, for thematic reasons I do not play other Legendary creatures.

Deck is focused on ETB effects and defensive spells. Helping everyone draw cards helps me too. The thievery effects are a fun win condition.
