The queen is allowed to do anything. Even attack other countries and burn the ground. Or attack her own country and burn the ground. Long story short, this is an EDH deck built for the French banlist with the game plan of ramping + destroying lands to stay in relative control of the game. Titania plays well with the likes of fetchlands and Dust Bowl to close games quickly.
