The idea is simple: Dash lets you drop a creature, with haste, and then brings it back to hand at end of turn. If the commander has this ability, then it becomes tricky to deal with. It's there when you need it, swinging each turn and dealing damage, but then it returns at the end step . . . which means it's NOT on the field during your opponent's turn, and thus vulnerable.

Kolaghan also gives all creatures +1/+0 whenever a dragon attacks, so filling the deck with dragons just adds to the damage.

And the best part--if anyone is able to deal with him on your turn, just send him to command zone. Recast him for his dash cost, plus commander tax, and at end of turn, bring him to hand. Then you can cast him for his normal dash cost afterwards. You only have to deal with commander tax if he returns to command zone, and he won't if he's played right.

Since the Dash mechanic is also at work here, the deck takes advantage of creatures entering play with cards like Impact Tremors and Dragon Tempest. And they'll return to hand at the end step, so they'll be tricky to deal with.
