berryjon thanks! I swear I’m not a WOTC employee and had no clue that this event was going to start. I played a game where I got pretty much the best stuff possible. I got Dinrova Horror into Toxril, The Corrosive into Griselbrand into Blazing Archon. My opponent just conceded at that point. I was looking for more of the Momir strategy than raw gameplay. Don’t get me wrong, I love that you made an entire article with over a half hour of gameplay just on my request, thank you. Do you know any strategy that helps you win more matches? “I’ll take the murderous rider because I’m a bastard.” That quote will inspire me forever.

Thanks for posting, BluemanMTG. I’m guessing you meant to suggest a different card than Ghostly Flicker since I already run 4 copies and talked about it at length in the deck description. Not sure which other potential card you had in mind, but I’d love to hear which one you meant.
As for Dinrova Horror, I’d have to say it’s a bit too mana intensive. Aside from that, it doesn’t top deck; it bounces and forces a discard (which is nice), but I couldn’t justify sacrificing any slots in the deck to include it.

I like the idea behind this deck.
Maybe run Ghostly Flicker? The two creatures that ETB would love to be flickered. Flickering Chittering Rats is a tried and true pauper tactic. Dinrova Horror may be a decent thing too if you don't mind its prohibitive mana cost.

I'll cut Dinrova Horror, Scuttlemutt, Haunted Cloak or Vorrac Battlehorns.. But you're better to know what to cut, while playing the deck, you'll see which cards you prefer and which one you never play

I think some improvement could be made in your mana base. You are running the gain lands which is great, but there are other great duels. The bounce lands Dimir Aqueduct, Izzet Boilerworks and Rakdos Carnarium are very powerful because they can allow you to basically have an extra land drop with just one card (makes opening hands more keepable) and it can also let you reuse ETB effect lands. You could also be running Bojuka Bog, which I jam in every Black deck. Terramorphic Expanse and Evolving Wilds are better at fixing your mana than regular dual lands. I also wouldn't mind seeing some cycling lands like Forgotten Cave, Lonely Sandbar and Barren Moor at a minimum. You could be running up to 9 cyclers in your mana base alone.
Almost every single one of your creatures has an ETB. You should really think about including the cheese package of Ghostly Flicker and Displace(and maybe Merchant Scroll). You're already running Archaeomancer and Izzet Chronarch for infinite value loops. You could add even more creatures like them to really take advantage of the engine. Add in Peregrine Drake and Cloud of Faeries and you could be looking at infinite mana and blink effects as a secondary win condition. It's hard not to include this combo when you're playing Blue because it's such a great way to end the game.
In terms of your creatures, I like where it's going. I would swap out Sibsig Icebreakers for Dinrova Horror, who's a massive beater with a great abusable trigger.
I think Death Denied would be a better choice over Stir the Grave or Wander in Death. If you absolutely want a reanimation spell Unearth would probably be a better choice.
I like all your reomval spells except for Terror. Wouldn't Doom Blade be an upgrade, or are you playing against regenerate? You could also run something cool like Jilt instead, or perhaps Edict effects to go along with your board wipes, like Chainer's Edict.

Smothering Tithe - A great 'pay to play' card, and you'll ramp like crazy if they don't.

Rhystic Study - If they don't pay, you draw... they'll pay.

Propaganda - Makes attacking you that much harder. Is a blue Ghostly Prison .
Thievery:

Thief of Sanity - Thievery + some mill, all in a nice evasion package.

Mnemonic Betrayal - This is just too good, cherry pick all your opponent's best spells they've played.

Desertion - Counter the threat, get the threat.

Paradox Haze - Double up on your commander's ability.
Control:

Emergency Powers - Great for resetting what is in someone's hand or your own. Addendum is gravy on top if you have nothing else to play during your main.

Supreme Verdict - Just a great wrath spell.

Render Silent - This card is just mean... Counterspell + Silence .

Rewind - Counter and keep the mana open.

Unwind - Sure it only works for noncreature spells, but there will be plenty of those around.

Wrath of God - The original.
Mana Fixing:

Celestial Dawn - Makes casting opponent's spells with your commander just too easy.

Cascading Cataracts - Indestructible color fixing.

Revel in Riches - Mana fixing + a win-con if you get lucky.
The Rest:

Lightning Greaves - Protect what matters most.

Swiftfoot Boots - More protection.

Sun Titan - This guy is a beast, sometimes he'll only do a small bit, other times he's your golden boy. Cool little combo: Use Mirage Mirror to copy a sacrifice artifact like Mindslaver , use the sacrifice of the copied card, then bring Mirage Mirror back with the titan.

Paradox Engine - Use artifacts to pay for spells, then untap them to pay for more.

Darksteel Forge - With all your artifacts you're running, this lets you play your wraths without any fear.
Cards to consider ousting:

Blood Baron of Vizkopa - It's good, but won't be active all that much as a 10/10.

Deadeye Plunderers - Lackluster.

Merieke Ri Berit - Without a way to abuse untapping her she can under perform.

Nightveil Predator - Doesn't do as much for you as it could.

Odric, Lunarch Marshal - You're not strictly a combat deck.

Spell Queller - I like this card, but in commander it's just too fragile.

Traxos, Scourge of Kroog - He's not horrid.

Walking Ballista - Just not got for this deck.

Wrexial, the Risen Deep - Too slow, by this point you should be focusing on control with your commander.

Displacement Wave - You're putting in better.

Mind's Desire - You're just not build for this card.

Illusory Gains - Really depends on your play group.

Dimir Locket - The signet is better.

Dimir Guildkit Upgrade

I think I'd get rid of one or both of the Dimir Guildmages depending on how much you like the card (the ability is a bit expensive for what you get in my opinion). If you like the dual utility of Dimir Guildmage you could also consider swapping it for House Guildmage which I think is a tad better unless you're really hurting for draw abilities. Same with Dinrova Horror, while flavorful 6 cmc for a 4/4 with bounce seems a bit much when you have a good number of counters, removal, or things like Unexplained Disappearance. Of surveil cards, Nightveil Sprite can give you some great mileage out of just one card. As far as Dimir Spybug and Thoughtbound Phantasm, you'll have to make the call if you think its worth it for just one copy of each. From experience playing a Dimir deck I drafted with lots of surveil but only one of each those creatures, they're amazing when you draw them, but also often I had games where I didn't draw them. Or they got immediately removed. Surveil helps filter your deck to get to them faster, so 2 of each would probably make it much better. Up to you.
You could probably replace Dimir Charm with one of the cards I mentioned that you like, since I think the best ability on the charm is usually going to be the counter, followed by the removal, and you have a fair number of counters and some removal already.
Unmoored Ego is cool but if your friends/playgroup are also playing "guild kit" style with few duplicates, then it probably wouldn't make much sense in the deck, unless you have that one pesky friend that's always rocking 3-4x of a particularly annoying card that you need to nip at the bud.
Whispering Snitch and Enhanced Surveillance are also fun if you feel like you're surveiling enough to make it worth it. Though one could also say, if you're surveilling a lot then Enhanced Surveillance is a bit unnecessary overkill.
Also keep in mind, I don't think Whispering Madness would be nearly as useful without something like Notion Thief, outside of a scenario where you only have a couple cards and your opponent/s have a full hand. If the scenario is reversed, you'll only be helping them out. However, with Notion Thief it basically becomes a reusable "opponent discards hand, you discard and redraw a full hand" or some such.
Kinda hard for me to answer specifically "replace A B C with X Y Z" since a deck with few duplicates is generally less consistent in the direction it's trying to go. Some fun cards here though for you to consider.
Oh by the way, I didn't realize this at first so I'll throw this in here in case you didn't already know, but you can bounce Etrata back to your hand after damage to get her whole "hit counter exile" wincon thing and avoid reshuffling her ;)

Welp, seems I only have 2 Jace's Phantasms OTL. I looked through some cards and selected possible replacements for the Phantom Monsters and Assassinates which are as follows:
1 of each Death's Caress, Reave Soul, Stab Wound, Psychic Spiral, The Eldest Reborn, Dinrova Horror, Homarid Explorer
2 of each Blizzard Specter, Seer of the Last Tomorrow
