Birdman191, Induced Amnesia is not very effective in this deck since your hand will most likely not have a lot of cards during most of the game. Also, although Homarid Explorer is good, Wall of Lost Thoughts and Stitcher's Supplier serve the same purpose for less mana.

On going blue/green, I am currently experimenting with a blue/green version of the deck that includes Tamiyo, Collector of Tales , World Shaper , and Planewide Celebration . I will most likely post that list next week

Ever though about Induced Amnesia or Homarid Explorer ? What about switching to blue/green for Tamiyo, Collector of Tales

This is what I'm thinking: The Armored Skaab , Dimir Informant , Homarid Explorer , Laboratory Brute and the Mulldrifter All have ETB triggers which you can benefit from again if you flicker them. If you flicker after a block it keeps your crit from dying and you net the ETB gain. I Would find a spot for a Mnemonic Wall (Maybe out (1) more petitioner). This way you can flicker the wall and get your flicker back and do it continually. It's essentially a continuous mill (Using your crits that have the mill ETB) and card draw if you use it with Mulldrifter . You'll always have the flicker if you bounce the wall and another crit. You can also run a Radiant Fountain in lieu of of Island and flicker it and the wall to gain life over and over. It's a combo that gets used in my blue decks on a reg basis. I'm going to build my version and I'll link you to it. I have been looking into building this deck since I saw Petitioner and I guess it's time to actually get to it. I'm glad you had the same idea. Keep me posted. =]

Here are some easy swaps when you have the chance.

Voidwielder and the other subpar bounce creatures for either AEther Adept or Man-o'-War or Reflector Mage or all three!

Scholar of Stars for Mulldrifter

Fogwalker for Frost Lynx although honestly I'd cut it when I get the chance.

Spell Burst for Forbid but that's pretty expensive, Insidious Will is a lot better or you could go full protection and go for Swan Song or Dispel

Enlightened Ascetic for War Priest of Thune or Leonin Relic-Warder

Fleeting Memories for New Perspectives though again, I'd cut this when I get the chance.

Divine Favor for literally anything else but I'll say Flickering Ward

Meteorite and Manalith for Chromatic Lantern and Coldsteel Heart. I don't think you need a subpar card like Meteorite when you have infinite blinks.

Why Homarid Explorer? Seems like an odd choice. Again, infinite blinks will win with literally anything so why not play card that synergies with your deck more? How about Deadeye Navigator which is a stupid card and a back up brago? Or Venser, Shaper Savant to bounce all the lands.

That's the biggest piece of advice I'd give you. You have a lot fo random mill that doesn't synergies with your commander like Psychic Corrosion. I'd see about removing that.

Finally 33 lands is kinda low. I aim for at least 36, maybe even 38

Welp, seems I only have 2 Jace's Phantasms OTL. I looked through some cards and selected possible replacements for the Phantom Monsters and Assassinates which are as follows:

1 of each Death's Caress, Reave Soul, Stab Wound, Psychic Spiral, The Eldest Reborn, Dinrova Horror, Homarid Explorer

2 of each Blizzard Specter, Seer of the Last Tomorrow

3 of each Fill with Fright

4 of each Doorkeeper

I've been working on a similar deck so I do have a few ideas. First and foremost Tempest Djinn doesn't belong in a mill deck. As your mono-blue a couple Memorial to Genius can't hurt. Generally Negate and Essence Scatter I'd keep to the sideboard and replace it with a seasoning to taste of your favorite Cancel variant, Syncopate, prison type enchantments,and bounce spells. Speaking of bounce spells I'd look into ones that can target all nonland permanents such as Blink of an Eye first it's always nice to have that option and second this standard is going to have allot of enchantment destruction mainboard in the form of Assassin's Trophy. Mission Briefing is a card to look at setting up your next draw and reusing a spell in your graveyard. You may not be interested but there is a combo involving Drowned Secrets, Naru Meha, Master Wizard, and Release to the Wind. Even without the combo release could be worth looking at if you have a number of ETB effect such as Homarid Explorer or Omenspeaker & Dimir Informant which do decent wall impressions but also help set-up your draws which shouldn't be overlooked.

I would definitely up the amount of lands you have, 18 seems too low if you want to be able to drop Patient Rebuilding on 5. I would also cut the Wall of Mist and Homarid Explorer, as both are just very slow cards. I honestly think you could have more success by splashing green for fog effects like Root Snare and Haze of Pollen.
