Consider High Tide for ramp and/or with spells that can untap your Islands Turnabout, Frantic Search, Snap? Just Tide + Turnabout + you control 4 Islands could give you 10 mana turn 4. Mystic Sanctuary is a fantasic land that's an Island. Castle Vantress isn't an Island, but it's a good land for instant repeatable scry.
Consider Thought Vessel and/or Decanter of Endless Water? Mana rocks for ramp that can also potentially give you no max hand size before you control Nezahal. Reliquary Tower is a land for no max hand size.
Consider Forensic Researcher, Kelpie Guide, etc.? They can untap a land or a land that can make more than 1 mana Arid Archway, Guildless Commons even the same turn the land ETB. They can also untap a mana rock or even better a mana rock that can make more than 1 mana Sol Ring, Worn Powerstone, Palladium Myr, Thran Dynamo, Hedron Archive, Gilded Lotus
, etc. They can also untap Nezahal to be a blocker.
A spell advantage blue has are instants that let you look at top X cards of your library and put one or more of any of them into our hand (any card(s) into hand is the advantage). Consider Impulse, Memory Deluge, Dig Through Time, Supreme Will, Thassa's Intervention, etc.? When you're casting instants on opponents' turns then Wavebreak Hippocamp is repeatable card draw. Being a 3 drop you can more safely play it and leave up mana for instant opponent interaction.

I'm sure I could drop down to 3 copies of Arcades, the Strategist and still be fine, but he's probably the most important creature in the deck since getting him out almost guarantees I'll never have an empty hand, so I like playing a full set for the added consistency even if it means a bit of redundancy.
Wall of Tanglecord was only added to the mainboard to help against decks with lots of flyers but that's more of a sideboard thing anyways and you make a good point about not having very many 1 drops so I think I'll take your advice and replace them with 3 Perimeter Captain. I would replace Secret Door with the 4th Captain but I just really like having something to dump all of my mana into when I get the infinite mana combo out.
Thassa's Intervention may not be a great early game card but it's amazing mid-late game. When you get the infinite mana combo out then it just becomes a 2-card tutor with the added bonus of having a counter spell stapled onto it in case someone tries to board wipe me.
CoCo and Aether Vial are definitely straight upgrades but like you said they're out of my price range for this deck.

I feel like you should only need 3 Arcades. Even though he is the main engine of the deck and a removal magnet, he's still a legendary 4 drop.
I think some number of copies of Perimeter Captain could be moved to the mainboard, as it's generally the best one drop in these types of decks. Since you have so many 2 drops and not many one drops, I'd cut Secret Door and Wall of Tanglecord for 4 Captains maindeck.
Thassa's Intervention seems like a very strange pick.
I feel like this deck really wants Collected Company or Aether Vial, although they are probably out of your price range. Both of those cards have dropped a decent amount in price though, so if you ever want to upgrade the deck I think one of those two cards would be a decent choice.

Nice build. I forgot about Garruk's Uprising. I’ll stack that with Elemental Bond since I don’t own a Rhystic Study. Only thing I’d put in yours is a Simic Ascendancy. Cheap card with easy win con. Thassa's Intervention is another card that can win you a game when you go infinite without the risk of overdrawing your deck. Awesome deck though!

With Nyxbloom Ancient or Mana Reflection in play, your commander goes infinite with Umbral Mantle and Sword of the Paruns. Allows you to make infinite and cast any Xspell an infinite amount of times. With both in play you can accomplish the same thing with Staff of Domination. BloomTender / Selvala, Heart of the Wilds can both substitute your commander for the above listed combos as well as just being great cards in the deck.
Pemmin's Aura doesn't go infinite, but offers a cheap way to uptap and protect your commander.
Seedborn Muse and Alchemist's Refuge would also be really good here.
You may also like Open Into Wonder / Rogue's Passage / Plaza of Heroes / Spellskite / Thassa's Intervention.

This commander is bonkers. Looking forward to building around her myself.
Doesn't look like you're going for the spell slinger route, but Seedborn Muse with any of the instant speed draw spells (Blue Sun's Zenith / Commander's Insight / Diviner's Portent / Drown in Dreams / Even the Score / Pull from Tomorrow / Stroke of Genius / Thassa's Intervention) would be really good here. Could easily draw the whole deck for a Thassa's Oracle / Laboratory Maniac / Jace, Wielder of Mysteries win.
Since you're going the creature based route Kindred Discovery / Herald of Secret Streams / Open Into Wonder.
Some other generic good stuff for a deck like this Nyxbloom Ancient / Selvala, Heart of the Wilds / Mana Reflection / Pest Infestation.

Jwari Disruption Flip is great as it sits in land slots - sandbar will do fine in its place so long as your spell count is high enough. Even a one of in your list massively improves tempo if your opponent plays around it.
Mana leak has some sweet alternatives - Lose Focus in particular lets you scale up as the game draws on, and is hard to protect against due to copies.
Thassa's Intervention is both cheaper than memory deluge and acts as a counterspell.
I'd give a little thought to old Grindclock style decks, where you just play protect the artifact until you can win - or play something like Zur's Weirding where you reach a point where you just lock out the game and win on life. As is, you'll need to use recursion on mill spells which isn't being used holding up counterspells.
The main thing I'd consider going outside budget for is Surgical Extraction - hitting the shuffle eldrazi is essential to mill decks, while being able to remove a deck's main threats or answers when you see them in the graveyard is incredible. On that note, Gut shot/Void mirror is a nonbo- you'll want one of them in the sideboard to swap into. Tormod's Crypt or similar will do on a budget, but you do need to have an answer for milling a Kroxa, Titan of Death's Hunger or similar somewhere in the 75.
Baral's draw/discard is mostly land filtering here, and the cost reduction isn't as crazy as it is when ramping - you could safely swap it for more draw power.
Broken Ambitions is traditional for counter/mill.
I'd want a wrath effect or comparable card in the side or main - as is you have 4x suspend, 4x gut shot for creature matchups, which doesn't feel like enough what with the time counter thing meaning you need another card afterwards - its a great synergy with void mirror, but I'd want a bit more.
More important than any of this advice is this - target your meta. Put sideboard cards maindeck to win your FNM - the control decks that make it through tournaments aren't the ones that have the best 'generic answers' (though they feature them), but ones that target metagame weaknesses - the maindeck Steel Sabotage or Narset's Reversal or for example. The void mirror setup is an incredible start for that - build out from there.
