You do have a lot of cantrips and rituals, although I would consider running Dark Ritual as well. It's the most mana efficient ritual, and being able to cast Necropotence turn 1 or suddenly flash in an Opposition Agent off of just one open black mana is pretty strong. Brainstorm would be worth considering but I don't think that you have enough ways to shuffle your library right now to get the most use out of it. Maybe if you upped the number of fetch lands that you are running. Night's Whisper is a possible consideration for another cheap draw spell.
I do think that some of the top end of your deck could be replaced. Too many expensive storm payoff cards means that you have a higher chance of having them clogging your starting hand and first few draws, which is rough for a deck that wants to be setting up and casting a bunch of cheap spells. I really think that Eye of the Storm should go because there is a high chance that your opponents may get to benefit from it more than you do. You could replace the more expensive cards with wheels and card draw engines to help you keep your hand full and find your remaining win conditions faster. Windrider Wizard or Jhoira, Weatherlight Captain could be worth considering depending on how mana artifacts vs spells your final list ends up running. Gale, Waterdeep Prodigy can help you cast more spells in a turn but might not be what you want if you are hoping to stock up your graveyard for Underworld Breach.
You may end up needing a couple more board wipes depending on your meta. If everyone in your play group is just aiming to hit their combos the fastest then you may not need to worry about being beaten down by creatures before someone combos off and wins the game. If you are facing a bunch of creature-focused decks then more board wipes like Toxic Deluge may be necessary.
Hindering Touch doesn't seem like a strong enough counterspell to be running in Bracket 4. There is always Force of Will or Pact of Negation, but another one that may be worth considering is Muddle the Mixture for its option of being a tutor. It can grab Brain Freeze or Underworld Breach, and if you add in the dramatic Scepter combo then it can grab those cards too.

Hey, well done on a low budget, nice flavor of sea creatures.
Consider expanding on looting? Looting is draw and then discard.
- Windrider Wizard : repeatable loot by casting an instant or sorcery and it's a flying creature for Octavia's magecraft.
- Frantic Search
- Windfall
- Thought Scour
- Mental Note
- Strategic Planning
- Chart a Course
- Compulsive Research
- Key to the City : can make Octavia unblockable until end of turn.
A reason to play more looting is to have more instants or sorceries in your graveyard for Octavia. Another reason is Wonder which is a card you want to discard and when it's in your graveyard and you control an Island gives all your creatures flying especially Octavia. Pair the flying effect of Wonder with Stormtide Leviathan who's a big sea creature upgrade. He makes all nonflying creatures unable to attack, but Wonder gives all your creatures flying.
Whelming Wave will consistently wreck your opponents creatures and not bounce your creatures including Octavia. Sol Ring and Arcane Signet are staple budget mana rocks in Commander. Kefnet's Monument reduces the mana cost all of your blue creatures and each time you cast a blue creature you get to tap an opponent's creature who could be a blocker.
Sea-Dasher Octopus and Thought Sponge are some small sea creature upgrades. Deep-Sea Kraken is another budget big sea creature upgrade. It's ability to remove time counters from itself whenever any opponent cast a spell is good in multiplayer Commander.

Another potential avenue I was mulling over, might be to introduce some flying "humans" into the cast with similar CMC, who also provide bonuses to flying. (not certain if there are candidates to fit the bill perfectly)
Something like, Jubilant Skybonder , Paragon of Gathering Mists , or Windrider Wizard , to take advantage of the card Of One Mind , so you can have a 1-cast spell for a 2-card draw. Might sully the focus overall though, but is an interesting card.

and will be the cheapest colors to play, as they have so many amazing options that some of the good ones that are slightly overshadowed stay pretty budget.
You can have a pretty decent cheap ramp package in Simic, with cards like Rampant Growth , Cultivate , Talisman of Curiosity , Growth Spiral , etc. plus card draw in the form of Beast Whisperer , Secrets of the Golden City , Windrider Wizard , et al. So that just makes everything easier, having a good baseline.
BUT, the MOST important thing you can take away from this--play the COMMANDER you want to play. Your commander is the card you will be casting in 99% of games, and as such you really want to love it. I would say take a half-hour or so scrolling through all these cheap legendary creatures (you can change the dollar amount of the cap I set, but for the reasons I said earlier your commander is definitely something worth investing a little into)... and just see what sticks out to you.

So glad I could help! I think you're probably right about the Lotus , that card can be very powerful.
Just thought of another switch you can chew on-- Oracle's Insight seems weak, I would posit that Windrider Wizard can probably sift through your deck much faster. Comes down earlier as well.
I can see what you mean about the Charlatan , you really only have a few targets... my mistake. Idk what I'd replace it with tbh, but I guess you can take a look at your maybeboard and see if anything jumps out as something you want to test.

Adeliz leads some angry Wizards

Hey, saw your forum topic asking for help. Good build on such a low a budget. Realistically to make much improvements you're going to have to be able to spend more than $30 for your deck.
My advice is to lower the mana curve by adding more low CMC Wizards and more low CMC instants and sorceries that draw cards. End the curve with two five drops Wizards: Azami, Lady of Scrolls, Shipwreck Dowser and one six drop Archetype of Imagination. I suggest playing double the amount or more of instants and sorceries than Wizards because technically you don't need other Wizards because Adeliz can pump herself. Still have a strong base of low CMC Wizards, just a smaller one.
Since Adeliz can pump herself and has flying she is really your best win condition doing 21 Commander damage to each opponent. The problem with Adeliz is she doesn't provide card advantage only pump therefore you need a lot of other cards that draw cards to fuel the pump.
Some Wizards can help for card advantage:
- Windrider Wizard: lets you draw each time you cast an instant or sorcery or even a Wizard and he has flying which makes him a threat to attack. If just about every card you cast draws you a card then that's a nice advantage to keep drawing instants/sorceries/Wizards.
- Burning Prophet: repeatable scry is powerful when you want to draw certain cards and not lands or other cards. She can filter away lands so that you draw instants/sorceries/Wizards.
Consider more low CMC Wizards? That way you can establish a Wizard army quicker and get faster benefits from Adeliz with other Wizards. More low CMC flying Wizards can benefit much more from the pump from Adeliz because they can more easily do combat damage to an opponent:
- Siren Stormtamer
- Wingcrafter: way to give a Wizard who doesn't have evasion flying such as Burning Prophet and soulbond can change creatures.
- Faerie Seer
- Kaza, Roil Chaser
- Lightning Stormkin
- Dreadhorde Arcanist
With more low CMC flying Wizards then cards such as Bident of Thassa and Reconnaissance Mission can draw a lot of cards since you draw a card for each creature who does combat damage to a player. This is a way to keep refilling your hand with instants/sorceries by attacking with Wizards even if you don't have instants/sorceries to cast. Flying Wizards are still going to do combat damage to a player and draw cards. Shared Animosity is repeatable pump for each attacking Wizard you control. This repeatable effect is in addition too any pump that Adeliz does.
Izzet has a wealth of good low CMC budget instants/sorceries that draw cards that are staples of Commander:
- Preordain, Serum Visions, Ponder
- Brainstorm, Faithless Looting
- Windfall, Frantic Search
- Impulse, Chart a Course, Thrill of Possibility
Shadow Rift and Slip Through Space are one drop spells that can make Adeliz unblockable while also drawing a card.
Some budget lands upgrades to consider:
- Command Tower: staple of Commander for two or more color decks.
- Unclaimed Territory
- Path of Ancestry: repeatable scry when you cast a Wizard.
- Shivan Reef
- Mystic Sanctuary: recur a instant or sorcery from your graveyard.
