There’s 8 others but they can’t really be considered budget. Another card that is amazing in a dragon deck is Sarkhan the Masterless That static ability is amazing because the damage being done to the attacking creatures is dealt before any combat damage. So if you have 6 dragons out they would deal 6 damage to each creature attacking you before they get a chance to deal any damage themselves.

Could anyone provide some feedback on my two decks? I’m getting back into this after 15 years. Yay. For now this is just for casual play. I don’t mind spending a few dollars, just not many dollars. Thanks for stopping by and for any and all help!

Cheap artefacts that reduce the cost of the merfolk to next to nothing, plus casting a few cheap merfolk could tap down all blockers, and buff your merfolk enough to do some serious damage.
Also, Murkfiend Liege is great once Kumena, Tyrant of Orazca is up and running, letting you untap creatures every upkeep and being able to tap them down during endsteps again for card draw/ +1/+1 counters.

In no particular order, I've got some suggestions you might have a look at. Some cards are just to round out the deck and give you a little more defensive capability, and others are to fully lean-into the self-mill theme you've got going. In particular, you might want to put in more blink effects so you can tap your Petitioners more than once per turn/round.
Still a super freaking cool concept! It turns what the card was MEANT to do on its head, and makes it that much more potent (it's easier to mill just one person-- yourself-- than it is to try and handle all your opponents at once instead).

Hey friend. You are definitely on the right track -- I see very few cards in this list that can't be cast at flash speed. That's exactly where you wanna be in this deck -- flash in Raff before your 5th turn, draw a card, pass turn, and continue to play during other peoples' end steps! The perfect way to keep your opponents off balance.
Mostly, what needs work in this deck is winning. You're gonna be plenty disruptive, but the real trick is accruing enough card advantage to win without resorting to big beaters.
To that end, I'd recommend Oketra's Monument, (Kefnet's Monument), Inspiring Statuary. Isperia, Supreme Judge is great at flash speed. And finally, add more card draw! It will make this list much more consistent. Try Bident of Thassa, Spear of Heliod, The Antiquities War, Blue Sun's Zenith, etc.
On the other hand, I'd cut Approach of the Second Sun. It's a sorcery and will just make you a target. I'd also cut the generic beatdown plan, like Zetalpa, Daxos, etc, since it's not quite as strong in EDH.
