A quick rundown of the first changes I'd try to implement.

Add:

Remove/trim:

You'll want some way to deal with artifacts and enchantments, possibly Seal of Cleansing in the sideboard.

You don't have valuable many-for-ones ( Merciless Eviction , eg); if you want more play versus aggro decks you might add some. Languish , Dusk / Dawn , things like that.

Also you don't have exile-versions of removal, but white and black are good for it, if you wanted to give up some of the "sacrifice for insane value" plan. Utter End and its variants.

Flooremoji, I like Keening Stone because it insta kills with Traumatize. I will also save money by taking out Nemesis of Reason. I realized that as much as Phenax, God of Deception is good, he doesn't fit super well in the deck. By the time he is out, my creatures would rather be attacking than tapping for mill, and I only have one big wall, the others are small. I can also sideboard Crypt Incursion. That is 3 cards to put in. I say another Fraying Sanity, a Vessel of Malignity and a Wight of Precinct Six. Do you think that's a good idea?

Murphy77 I don't understand why that's good. Startled Awake  Flip isn't a permanent unless it's a Persistent Nightmare  Flip, and if it's that then I may as well just attack with it. Perpetual Timepiece is probably fine as a one-of, but I'm milling my opponent a lot more than myself, so the first ability isn't super useful.

Taking out the Implement of Malice and Vessel of Malignity seems fine, but I don't think Winds of Rebuke is a good enough replacement. Cruel Reality and Witness the End for Anticipates seems pretty good. Why would I want Cancel over Censor though? It's good for budget, but I think having playable counterspells is worth an extra $3.12. For the last swap you recommend, I would take out one of the Unburdens, but as a member of the Mind Rot fan club, I don't think it's allowed.

Natpapetti Interesting, but I would be compelled to go Sultai (see above reasons), and the three-color support in the current Standard is a little expensive.

If you play Winds of Rebuke on Startled Awake  Flip, then you get to re-play Startled Awake  Flip. Add in a few Perpetual Timepiece and you can recycle from your grave to your library. I would try the following:

-1 Implement of Malice, -1 Vessel of Malignity, +2 Winds of Rebuke

-1 Cruel Reality, -1 Witness the End, +2 Anticipate

-3 Censor, +3 Cancel - - -2 Unburden, +2 Perpetual Timepiece

HyperionMI6 The problem with that is that milling people out is really my only win-condition, so I need the Vessel of Paramnesia for that end, and Cruel Reality as a backup. I could probably take of the Vessels, though; it's not a ton of milling, and I've been meaning to find a way to put a couple more Startled Awake  Flips into the mainboard. How about this; Remove from mainboard 2 copies of Vessel of Paramnesia and 1 copy of Cruel Reality, remove from sideboard 2 copies of Startled Awake  Flip. Add to mainboard 2 copies of Startled Awake  Flip and 1 copy of Vessel of Malignity, add to sideboard 2 copies of Vessel of Malignity.

After thinking about it's a little rough to run hand destruction without some way to effect the card they draw. Otherwise, they can top deck their way to victory, especially if you can't put very much pressure on them. the 3 Lupine Prototypes don't leave a good chance of drawing them and the shamble backs are two weak once the opponent has enough mana to play what they top deck. Think about it like this, right now you are effectively running a deck with 33 removal spells, the majority (24) are at sorcery speed and have certain conditions. To solve part of this problem, have you thought about running Brain in a Jar or Dynavolt Tower? This will allow you to cast a discard spell after they draw their card and before they get a chance to play it. The tower will let you deal damage directly to them. Putting them on a clock. Unfortunately, neither of these cards impact the board when they are played so that can cause some problems. You might want to look at Flaying Tendrils as a sweeper.

I would say to run 4 Transgress the Mind. It's arguably the best black removal card in the format. Also what about Pick the Brain. This lets you choose which one to get rid of, with delirium there's a bonus that you remove all of those from the game. Same goes for Lost Legacy except that you don't need delirium. There might also be a need for some draw, something like Succumb to Temptation.

The other thing is to maybe think about running some creatures that cause discard. I'm thinking about something like Rottenheart Ghoul, Distended Mindbender, Thought-Knot Seer. This way you have some creatures that cause some hand disruption as well.

Are you sure you want to run mono-black? Because you could also gain a very interesting win condition with Midnight Oil and Harmless Offering. Red would also give you some hasty creatures that would allow you to capitalize on your opponent not having a hand. Or blue? so you can counter what doesn't get discarded. and have a win condition of Rise from the Tides or something.

As for what I would cut for these cards, this is what I would say are the most inefficient ones.

Whispers of Emrakul- its CMC is 2 and it only discards 1 card randomly, with how the deck is set up now there isn't a good chance to hit delirium.

Vessel of Malignity- This plays like a bad Witness the End, it does the same thing except it allows you to pay 4 mana over time at the cost of the opponent losing 2 life.

The rest is just too much removal. Choose which one you like best and go for that.
