A quick rundown of the first changes I'd try to implement.

Add:

Remove/trim:

You'll want some way to deal with artifacts and enchantments, possibly Seal of Cleansing in the sideboard.

You don't have valuable many-for-ones ( Merciless Eviction , eg); if you want more play versus aggro decks you might add some. Languish , Dusk / Dawn , things like that.

Also you don't have exile-versions of removal, but white and black are good for it, if you wanted to give up some of the "sacrifice for insane value" plan. Utter End and its variants.

Hmm I'd say Errand of Duty is a two-fold cut, first because it's only one token for two mana, and secondly because you have to explain how banding works to most other players.

Cackling Counterpart is a great card, but, since it only can target a creature you control, it actually doesn't have very many good targets in your deck. Not Forgotten is an okay card to interact with graveyard decks, but I'm not sure if it will really pull its weight.

Doomed Traveler is always a good first turn- it can die as a chump blocker, and then you get a flying blocker as well with Spirit synergy! Kami of False Hope is great at any point to protect yourself.

Rattlechains is definitely a great one, if you pair it with Niblis of the Mist or something similar. Nebelgast Herald would be an awesome pair for that theme!

For quick spells, Silence and Render Silent are incredible for control. Vapor Snag and Not Forgotten get things away from you or back to you.

Since it seems you have a pretty unlimited budget here, lemme give you some budgetless suggestions ;)

Transmute Artifact is pretty much a strict upgrade over Reshape (though you could run both). It costs less mana, doesn't make you pay until resolution, and if it's countered you don't lose the sacrificed artifact.

I know it's on your maybeboard, but if you get the $$$, I'd absolutely run Imperial Seal over Liliana Vess, since you don't seem to get much benefit from her non-tutoring modes. While she lets you tutor twice, the significant decrease in cost seems very relevant. If you want to run both, my first cut would be Not Forgotten.

With 13 mana rocks, have you considered Paradox Engine as another way to cast those expensive spells you're trying to hit with your commander?

the 2 Honor of the Pure should be taken out and substituted with 2 more intangible virtues. Judge's should be substituted with Mausoleum Wanderer firstly due to you generating lots of spirits (i.e. Lingering Souls, Selfless Spirit), which can actually make this an offshoot of a spirit tribal deck with a zur gimmick. Pride of the Clouds i feel should be limited to around 2-3. Yes it can be a 2 mana creature, but it is still a 1/1 that is dependent on your field advantage. Arguably a strong card, but the meta is full of removals right now and its forecast ability for 4 mana for 1/1 flyer is ok at best. Why is Moorland Haunt not included? 2 mana to generate a spirit without taking a slot in your deck. The vampires here don't seem to add much value and can easily be removed. since your tokens are the going wide strategy, i would probably continue that and instead put in counter spells (especially since you run blue) to protect your spirits. Not Forgotten would be an interesting disruption card to make your opponent top deck something useless before their draw, so perhaps side?. I might be pushing the spirit tribal a little more, but hear me out...Spirit Bonds since you generate tokens, why not add a little more?

Finally, your matches. -Facing off against a control deck, you have token generators and counters to counter their spells. They terminus, that's fine still generating tokens. -Against aggro, it will be hard but hand disruption can disrupt their tempo and follow with counters. build up your spirit army all the while buffing them with your token buffers -Against combo decks, just pure disruption -Against tempo creature decks (i.e. humans), your spirits are practically disposable. the unlikelihood of trample means you can use something like vault to give deathtouch to kill key creatures. humans will always be a tough one to fight against though -Against tall creature decks, same as above.

Our list looks similar in many areas.

Mind's Dilation is a fun card but it is highly dependant on what cards your opponents play. Good for casual games though.

I run a bit more top of library manipulation cards like Conch Horn, Dimir Machinations, Not Forgotten, etc. You can consider them if you need more of such effects.

+1 For the Odd Tribal and sticking to the No Tutor/Extra turn spells rule.

I run an eccentric Yennett combo deck too with a self imposed rule of being creatureless.

You may wish to consider Penance and Dimir Machinations for more top of library manipulation. Machinations has the added benefit of delaying your opponent's draw by 2 turns if you use it on them, though it's technically a "tutor" as it has transmute.

If you're open to consider even CMC spells, Conch Horn, Scroll Rack and Not Forgotten are awesome too.
