Hello, this deck is simple and fun! Its a steal theme, control theme.

We try to steal other people's permanents from the battlefield or from their library. When our commander connects, we can play the exiled card if it isn't a land and we have enough mana that turn. Knowing what's on top of their library is very helpful. We can also manipulate the top card of opponent's libraries to make sure we hit something nice. Putting permanents or spells on top of their libraries is a big theme of this deck, for this reason. Ramp is needed also to do this efficiently most of the time. We also protect our board with cheap counterspells (usually 1 mana or 2 mana with draw) and play some cheap steal effects.

We don't have a win condition. We win with other people's cards :). We don't have any tutors or big draw spells, since we play other people's libraries, permanents and our cards in hand.

If you want a budget version, remove cards like Gilded Drake, Flusterstorm, Treachery, Mana Crypt, Mox Amber, Field of Dreams, Fierce Guardianship and the expensive lands. Then you are on a good budget :).
