Creature — Human Wizard
Whenever Riptide Entrancer deals combat damage to a player, you may sacrifice it. If you do, gain control of target creature that player controls. (This effect doesn't end at end of turn.)
Morph (Blue)(Blue) (You may play this face down as a 2/2 creature for (3). Turn it face up any time for its morph cost.)

Riptide Entrancer Discussion
Every Animar deck needs an Ancestral Statue . It's cloudstone Curio, but better. Also, I would suggest Cunning Evasion over Temur Sabertooth . Also, I dislike Riptide Entrancer as more often than not if it is something worth stealing it is going to be bigger than a 2/2 morph and you won't actually get any combat damage through.

Staizer - Get ready for a long response:
I did look at the same list as you did, but as a longtime morph player, this deck is a disappointment. I've already made my thoughts on Kadena clear so I'll make that response short.
A bland Sultai value engine that brings nothing new to the table. She isn't a bad card by any means, but she doesn't address any of morph's biggest weaknesses. I'd still play Animar, Soul of Elements , Kruphix, God of Horizons , Muldrotha, the Gravetide , and maybe even the new Bant brawl commander over her.
The choice of morph/manifest related reprints
Some fine inclusions. Ixidron , Stratus Dancer , and Vesuvan Shapeshifter are nice, but they chose to exclude most of the best morph/manifest related cards: Dream Chisel , Ixidor, Reality Sculptor , Whisperwood Elemental , Riptide Entrancer , Voidmage Prodigy , Voidmage Apprentice , Aphetto Runecaster , Primordial Mist , Obscuring AEther , Unblinking Bleb , Weaver of Lies , Brine Elemental (though this one actually makes sense), and even Backslide . I would never expect all or even most of those to make it into the deck, but a couple would've been nice and would've made more sense than something like Deathmist Raptor or Silumgar Assassin .
Only Scroll of Fate and Kadena's Silencer are worth mentioning here. I know I sound like a broken record, but none of the new cards help address the issues facing morph: speed and the fact that morph is a value based mechanic that requires a massive mana investment. Morph will always be a casual mechanic, but it needs something that reduces the cost of triggering morph, or something that allows for multiple activations (my hope was for repeatable Backslide effects). Neither of those issues were addressed by the new cards in this deck. I would've been happy with just 1 card that helps in that way...1 card.
Is this a good pre-con for new players? Yes. Does it have value? Yes, though most of the value cards are only that way due to scarcity. I think many will end up tanking in price. Will it win games against the other pre-cons? Probably. Will it win games against even 60% decks? Unlikely.
So is it a good pre-con and I am being extra critical? Maybe, but this mechanic has had a special place in my heart for a very long time (Morph was first introduced when I was a little kid and just starting out playing Magic). I was excited to see morph finally get some needed reprints and support. Instead the new cards aren't that inspiring and the reprints honestly look like they just pulled up Gatherer, typed in "morph", and then picked some of the first things that they found.

Dig deeper into the Sultai Morph precon decklist and you can find lot of reason to buy it. The manabase alone may be one of the better manabases for a three color Commander precon. Eleven nonbasic lands ETB untapped which is by precon standards an improvement from past precon manabases.
Why are the Signet lands ( Darkwater Catacombs ) being printed as rare lands? These lands don't actually make mana without having another land/one mana first, this is not an ability that's rare. These should be uncommon since they're much worse than Filter lands ( Sunken Ruins ) which are also rare lands.
Land value in the precon (in order):
- Ash Barrens
- Command Tower
- Sunken Hollow
- Bojuka Bog
- Reliquary Tower
- Thespian's Stage
- Exotic Orchard
- Llanowar Wastes
- Yavimaya Coast
I'm happy to see Ash Barrens reprinted because it's land that should be in every Commander precon. There's 17 two drops which is an improvement for precon deck building. Kadena, Slinking Sorcerer , Scroll of Fate and Kadena's Silencer look like good cards for morph. Silencer will however not hold at $10 of value it will decrease a lot. I don't know enough about the 13 other new cards to evaluate their value in the precon.
Valuable reprints in the Sultai deck (in order):
- Seedborn Muse
- Tempt with Discovery
- Thran Dynamo
- Sol Ring
- Strionic Resonator
- Hooded Hydra
- Sakura-Tribe Elder
- Reality Shift
- Grim Haruspex
Some notable exclusions for a morph theme:
- Dream Chisel : going to spike.
- Ixidor, Reality Sculptor : going to spike especially because of Scroll of Fate .
- Voidmage Prodigy : going to spike.
- Riptide Entrancer : going to spike.
- Birchlore Rangers : never been reprinted.
- Aphetto Alchemist : never been reprinted.
- Whisperwood Elemental
- Primordial Mist
- Zoetic Cavern
- Sultai Emissary

Rare/mythic morph cards or cards that care about face down cards especially if from older sets. They are all good prices right now and most will spike if a morph Commander is revealed.
- Voidmage Prodigy
- Dream Chisel
- Aphetto Runecaster
- Ixidor, Reality Sculptor
- Riptide Entrancer
- Deathmist Raptor
- Whisperwood Elemental
- Aphetto Alchemist
- Vesuvan Shapeshifter

I gave the 4 mechanics a good look in Scryfall and I don't know how to feel, really. On the one hand the mechanics seem cool and especially if they open up more options in other colors for them it would be amazing (like Naya populate). 2 main worry points is that madness does not strike me as a multiplayer mechanic and mostly the reprint value worried me tremendously. Populate's highest value card as is Trostani, Selesnya's Voice sitting at around 2$, morph's top card is Riptide Entrancer at 4$, madness with Big Game Hunter at 1.5$ and flashback with Past in Flames at 5$(Im not counting Echo of Eons as it is a new card and won't be reprinted here). On top of that certain cards like Dream Chisel and Catalyst Stone have already spiked significantly and if they are not reprinted we will see another Enchanted Evening type spike. All in all this puts the reprint value either at 2018 levels or in cards that don't synergise directly with the mechanic.
I know the reprints and value aren't everything but if the bet it all on the new cards hype and snub reprinting needed cards, I'll pass.

Hi_diddly_ho_neighbor: I really should be running Chasm Skulker, no disagreement. Just don't know what I can cut to add it...I used to run more infect, but eventually I decided I wanted to make that a less common win-con, so just Inkmoth Nexus remains. I also used to run Disallow, but I never wanted to hold up the 3 mana for a slightly-better Cancel (Stifle is different, because it can be cast to neuter a T1 fetchland). Gigantoplasm is another card I'd love to run, but I don't find I have enough I want to copy in my current meta...Again, thank you for your comments!!
gdm1989: Heh, while I love Hope of Ghirapur in general (especially with Gift of Immortality), I don't know how good it is here since I can't reuse it in these colors...I suppose I could run it with Academy Ruins...
Crivaro: I ended up cutting Cloak and Dagger because it makes my commander blockable :( I really wish Tetsuko was a 2/1 so I could boost her power...And I LOVE the idea of Bubble Matrix here, kicking myself for not thinking of that!! Definitely needs to find a slot - thoughts on cuts?
Freyalise50: Honestly? I am running a few evasive creatures that don't need my commander, but I still balk at equipment that make my creatures specifically blockable. Moreover, my curve is low enough that I rarely have trouble holding up mana...
LuxCannonator: Riptide Entrancer is a little 1-shot for my tastes. I mean, it does act as a 3-mana steal effect, but Control Magic is my go-to for that effect, and Control Magic doesn't have summoning sickness or die to kill spells...
Color_pie14: Good thinking!
jakethewhale007: This deck performs great in 3-player, and well in 4-player if you draw a decent hand. Your counterspells do less, but as long as you maintain enough draw effects you should be able to survive. I win 95% of 2-player games, 80% of 3-player games, and probably 60% of 4-player games. Those are all definitely above average, but the deck gets less overpowering with more players, alas. And Fatespinner was in where for a while, but it's more of a sideboard here (since most opponents just skipped combat, as you guessed). I'd like to put it back in someday. I think that if you want another disruption-ish piece to replace Back to Basics, I'd take a page from Crivaro's book and test Bubble Matrix - that sounds amazing here. (And thanks for the congratulations!!)
Thank you all, once again, for your insight and comments! This deck wouldn't be as strong without your input.
