Update at Late.
After a forum post was highlighted, I'm trying every option in the book to conform to those rules & so on. Ironically, my Gob Tribal Deck now seems on the way to actually getting done. Sevinne, the Chronoclasm cannot be said the same way. I actually wanted to find someone to Compile a whole List of Mass Burn Wraths; so I know what to use.
Ral, Storm Conduit is cut. I'll be dealing more Burn than Ral can zap even w/ outside support.
I'm trying to find other Flashback Cards; but what to suggest for cuts? Is Catalyst Stone not as worthy as I thought? What are your thoughts on this?
Is there anyway to, say, bounce something, & force an opponent to discard it? This might be a good Strategem against Exile Strategems.
Finally, Regarding EDHREC's recommendations, what misc. cards would do good w/ Sevinne, the Chronoclasm ?
I actually apologize yet again. I just wanted some thoughts on Take 2 of my Deck Help threads. After I get some kind of input from enpc (Yes, I'm just as sick as the next person. Fear not.) on a more optimistic scale, I'll shape up there.

To start, it combos with one of my favorite cards from last year's set, Reality Scramble , IDK how good that is, but it'd be a blast.
For real value, I think the deck looks to be a graveyard value control deck. Maybe a bit of prison, considering how you can become 'immortal' by enchanting Sevinne, the Chronoclasm with a Pariah , or equipping it with a Pariah's Shield .
Swiftfoot Boots , Champion's Helm , etc. to protect it, then abuse it's ability to combo with Flashback, like Deep Analysis , jumpstart like Chemister's Insight , retrace like Oona's Grace , and aftermath like Refuse / Cooperate
Total, there are a lot of good spells to abuse with it:
That's all I can think of right now, if I remember any more sweet cards with Sevinne, I'll tell you!

I am a fan of the mechanic focused theme this year. I think all of the chosen mechanics were great/interesting choices as well.
Who else is super excited for Morph? My Quicksilver Dragon , Chromeshell Crab , and Ixidron will finally have a home! I have toyed around with decks using that mechanic for years, but they always lacked enough support to prevent the deck from being clunky.
Hopefully it will be Temur, but I'd settle for Simic. I think a cool ability for the new morph lord would be a reverse Ixidor, Reality Sculptor where you can activate him/her to turn a morph creature face down again.
Also, I wouldn't worry about mechanic specific cards like Dream Chisel or Catalyst Stone . Those cards are so unique/niche. WotC would be crazy not to reprint them in decks dedicated to their respective mechanics...though I have been wrong before.

I gave the 4 mechanics a good look in Scryfall and I don't know how to feel, really. On the one hand the mechanics seem cool and especially if they open up more options in other colors for them it would be amazing (like Naya populate). 2 main worry points is that madness does not strike me as a multiplayer mechanic and mostly the reprint value worried me tremendously. Populate's highest value card as is Trostani, Selesnya's Voice sitting at around 2$, morph's top card is Riptide Entrancer at 4$, madness with Big Game Hunter at 1.5$ and flashback with Past in Flames at 5$(Im not counting Echo of Eons as it is a new card and won't be reprinted here). On top of that certain cards like Dream Chisel and Catalyst Stone have already spiked significantly and if they are not reprinted we will see another Enchanted Evening type spike. All in all this puts the reprint value either at 2018 levels or in cards that don't synergise directly with the mechanic.
I know the reprints and value aren't everything but if the bet it all on the new cards hype and snub reprinting needed cards, I'll pass.

That's why I said things existed in a range, not a line. Snapcaster also works well because there are cards that interact with Flashback, such as Catalyst Stone or for reducing the cost on existing cards with Flashback, such as Increasing Devotion . While on the other hand, Mission Briefing is designed to synergize with the latest Dimir mechanic.
Each of those cards has what is around them in the same set/block to keep in mind, and that can change the context of the cards.
Of course, there's nothing stopping you from playing both in the same deck, the better to flip your Delever with! :)

Cut the following unless you can provide a good explanation:
Hanweir Garrison -- why??
Learn from the Past -- i'd put that on the sideboard
Backfire -- use something that deals direct damage in red instead of trying to do a round-about way in blue.
Thopter Spy Network -- also, why? do you have enough cards to warrant this?

Learn from the Past -- i'd put that on the sideboard Catalyst Stone and Runic Repetition -- you don't have enough flashback cards to warrant these. Infiltration Lens and Coastal Piracy -- like the Catalyst Stone, you dont have enough low CMC creatures to swing with Backfire -- use something that deals direct damage in red instead of trying to do a round-about way in blue. Thopter Spy Network -- also, why? do you have enough cards to warrant this?* You need more mass red-damage spells like Pyroclasm along with targeted burn in general (such as Lightning Bolt)

As for JVP and Snapcaster, I think you made the right choice swapping JVP for MD. As for snappy, I would consider Notion Thief. Diminishing Returns or Whispering Madness can replace Rhystic Study. I would consider Praetor's Grasp and Spell Pierce depending on your meta. I've really liked Pull from Tomorrow in my list.
In regard to land cuts, I think you get to add more spells.
