Messing with your opponents was never so much fun! This deck aims to mill out the opponent, while hindering their ability to hit you or cast anything. Addressing threats from your opponent before spending resources to mill seems to be the best way to do this.

About the general - Circu, Dimir Lobotomist was chosen due to his ability to mill with almost any spell in the deck (excluding artifacts) without needing to do anything, unlike Mirko Vosk, Mind Drinker or Szadek, Lord of Secrets who still need to hit the opponent to trigger their abilities. Get Circu out early and watch the cards in your opponents graveyard pile up.

Now that you know who is leading your army, its time to discuss the cards. As stated before, your main wincon is in milling their library, so lets talk about those cards first.

If you can, try to have Duskmantle Guildmage's first ability activated before you cast Traumatize, for a probable instant defeat (or very near to it). Sewer Nemesis will also be one of your strongest creatures power and toughness wise, especially if you choose your opponents graveyard and then cast traumatize. Ambassador Laquatus and Merfolk Mesmerist, like Circu, can activate their mill abilities without having to hit the opponent (provided you have the mana).

Traumatize will be your bread and butter spell in this deck. If you can, try to search for it with either Imperial Seal, Increasing Ambition, Diabolic Tutor or Liliana Vess. Glimpse the Unthinkable is also a good choice to search for after that.

Archive Trap and Psychic Spiral are your power cards here. Cast Psychic Spiral late in the game to get the best benefit, and don't forget that you don't have to wait until an opponent searches their library to cast Archive Trap. Psychic Strike and Grisly Spectacle serve double duty to keep you safe and mill them even more.

Other helpful stuff/comments on protection -

Kira, Great Glass-Spinner (keeps Circu safe so he can keep milling with every spell you cast)

Frozen AEther (slows down aggro or artifact heavy decks. Also great in the early game vs. any deck)

Oversold Cemetery (use this to get creatures back into your hand if you are being overwhelmed)

Reins of Power (very useful at opportune moments, such as when you have no creatures and need blockers, or if you want to try attacking the opponent with their own army)

Chainer, Dementia Master (the cost for his ability is moot when you start taking creatures your opponent hasn't even played yet! Target any fatties that you may have milled out of your opponents library, or use him to recover creatures you have lost during the game.

Prototype Portal (useful to duplicate either the Decimator Web for more mill, or the Lightning Greaves/Swiftfoot Boots if you need more protection. That's also if you aren't already using it to ramp with Sol Ring or Gilded Lotus =D )

Updates Add

After doing some more research, I decided to substitute and replace some cards to better meet my objectives.

Cards taken out -

1x Black Sun's Zenith (too expensive to be a complete boardwipe)

1x Diabolic Tutor (too expensive)

1x Dimir Guildgate (Tainted Isle is can be faster to draw dual mana from)

1x Erayo, Soratami Ascendant  Flip (too much of a burn target and hate-magnet in multiplayer)

1x Grisly Spectacle (too expensive)

1x Phyrexian Metamorph (replaced with the superior Body Double for this deck's strategy)

1x Prototype Portal (Not enough artifacts to make this a reliable drop when it is in hand)

1x Reins of Power (too out of scope for this deck's strategy of milling and destroying creatures)

1x Rite of Replication (too expensive and out of scope of the deck's strategy)

1x Sorin Markov (does not really contribute anything to the overall strategy of the deck)

Cards put in -

Hex (selective board wipes are always good)

Tainted Isle (faster then Dimir Guildgate )

Body Double (better for this deck then Phyrexian Metamorph )

Do or Die (cheap mass removal is always good)

Animate Dead (more in tune with stealing enemy creatures that have been milled out of the library)

Bribery (if they do still have something good in their deck, they won't for long. Allows for a peek at what they still have in general, too)

Sudden Spoiling (protective fog in the right circumstances, damnation in others if I have blockers of my own to kill with)

Avatar of Woe (she will almost always come out for 2 swamps with this sort of deck)

Havengul Lich (creature recursion is always good, especially in a mill deck and with this many board wipes equipped)

Consuming Aberration ( Nemesis of Reason's best friend)

I'll update the description shortly to reflect these changes as well.
