Glowstone Recluse + Vorinclex, Monstrous Raider = is insane.
Maybe replace Mysterious Egg With Pollywog Symbiote .
Maybe add a Hall of Oracles or two to help with protection from Heartless Act .
Maybe a couple Parcelbeast to help speed up your deck. Trade out 2x Gemrazer .
Good luck with whatever you decide to play with, and those were just my first thoughts looking at the deck. I love Auspicious Starrix !!! So powerful and so reasonable to cast.

Why Witching Well and Light of Hope ? Both seem underpowered to me.
Vulpikeet can easily be replaced by Essence Symbiote or Mysterious Egg . They're cheaper, at a small downside of not being able to go on an existing stack. Pollywog Symbiote is also work considering instead of some lands, as it'll help filter and make it easier to go off. 27 lands seems like too many, but Pollywog will help make up for those missing lands anyway.

I agree with 1empyrean about the keyword soup stuff. It may seem intuitive, since there's a lot of keywords amongst the mutate creatures, but it's a secondary theme that's taking up space for cards that better help the deck.
I disagree, though, that your commander should necessarily always be the target of the mutate pile. It's a good strategy to do so, but not the only course of action that could be beneficial in the course of any given game. As such, I believe it's a good thing to include other strong candidates for mutation.
To that end, I also agree that Mysterious Egg is not a great base for a pile. Some of my favorites, though, are Adanto Vanguard, Gladecover Scout, Troll Ascetic, and Gruul Spellbreaker (also, Slippery Bogle, but you're not playing blue).
Now, in case you start your pile on one of these guys, but then later wish you had started with your commander, you could include some cards that bounce the pile to your hand. Obviously, and unfortunately, blue is the best color for doing this. However, black has ninjas! Ink-Eyes, Servant of Oni, Throat Slitter, Azra Smokeshaper and Skullsnatcher are all good options for that. Also, Dust Elemental is a lot better for a mutate deck than it might seem.

Essence of the Wild could make for some ridiculous tokens, amd you could mutate onto it to make them even better.
Chevill, Bane of Monsters, Kathril, Aspect Warper, and Mysterious Egg are cards that you should probably cut. Kathril is quite good with support, but I think the keyword soup theme is too shallow to work here amd dilutes the deck. The egg is just not great. It does little as a mutate target, especially since your commander should be your mutate target. Zagoth Mamba has the same problem, but its better than the egg.
If you want to keep Chevill in the deck, at least put Mathas, Fiend Seeker in the deck. Bounty Hunter would be cool as well, but is probably out of budget for you.

Hey, nice budget upgrades to the precon: Sea-Dasher, Reconnaissance, Brokkos, and Triome.
Elusive Tormentor Flip and Troll Ascetic are two budget creatures who you want to mutate with Otrimi. Tormentor for Insidious Mist when mutated with Otrimi makes a 6/6 hexproof, indestructible, unblockable, trample Beast. Discard a creature with mutate to flip Tormentor and recur that creature with Otrimi. The combination of hexproof and regenerate of Ascetic is powerful with mutate.
Hexproof is key and it's wanted because it protects the creature you're mutating to from targeted removal before it mutates and then after it protects the mutate pile so you can safely mutate again. Swiftfoot Boots can equip to any creature you control giving it hexproof.

- Swiftfoot Boots > Phantom Warrior.
The manabase of the precon is not good and you haven't changed it much. The color fixing is not good enough to be able to consistently cast Otrimi. Needing three different colors and having 11x basic Forests is going to be problematic without more color fixing.
On a budget, a manabase change to consider is to add the Bounce lands: Simic Growth Chamber, Dimir Aqueduct, Golgari Rot Farm in place of other lands that ETB tapped. With Bounce lands have to return a land you control to your hand (bounce) and they interact well with a basic land to bounce. They help with color fixing since you tap them for two different colors of mana.
- Dimir Aqueduct > Dimir Guildgate.
- Golgari Rot Farm > Golgari Guildgate.
- Simic Growth Chamber > Temple of Mystery.
- Yavimaya Coast > Thornwood Falls.
- Ash Barrens > Temple of the False God.
- Evolving Wilds > Soaring Seacliff.
- Could cut 2x Forest, add 2x more Island.
More Signets can help with faster ramp and color fixing. Arcane Signet is great, but there's three other budget Signets to consider adding: Simic Signet, Golgari Signet and Dimir Signet (Ravnica version). A Signet is helpful since any basic Forest or any other land can be used to make two different colors of mana.
Shared Summons is a budget instant creature tutor that can put any two creatures into your hand. Jarad's Orders is another creature tutor that puts a creature into your hand and any other creature into your graveyard such as one with mutate to recur with Otrimi. Primal Empathy can be repeatable draw source or repeatable source to make Otrimi bigger. Season of Growth can be another repeatable draw source, any time you cast a creature for it's mutate cost targeting a creature to mutate.
- Shared Summons > Illusory Ambusher.
- Jarad's Orders > Cavern Whisperer.
- Primal Empathy > Mysterious Egg.
- Season of Growth > Mind Spring.

Hey, good budget version and interesting description. Nice Demonic Tutor :)
Cards $2 or less each to consider adding:
- Swiftfoot Boots: hexproof protection.
- Shielded by Faith: indestructibility protection.
- Open the Armory: tutor for Boots or Faith.
- Phyrexian Reclamation: repeatable creature recursion.
- Hushbringer: flying/double strike/lifelink Snapdax and major opponent disruption.
- Will-o'-the-Wisp: flying and regenerate protection.
- Vampire Nighthawk: flying/double strike/deathtouch/lifelink Snapdax.
- Adanto Vanguard: indestructibility protection.
- Brightling: bounce protection.
- Tome of Legends: repeatable draw with attacking Snapdax.
- Deafening Silence: powerful opponent disruption with your mutate creature strategies.
- Swords to Plowshares: instant exile a creature for one mana.
- Generous Gift: instant destroy any permanent.
- Caves of Koilos
- Battlefield Forge
- Foreboding Ruins
You want more protection for the creature you mutate too because without protection the mutate creature can be killed in response to being mutated or after. In multiplayer Commander mutate is much more of a problem because there's three or more opponents who could have removal. That's a lot more potential removal you have to deal with than if you were playing 1v1.
Swiftfoot Boots gives the equipped creature hexproof meaning that creature can't be targeted by your opponents removal. Boots is an equipment, it can be equipped to any creature you control and it doesn't leave the battlefield when the equipped creature is removed. Open the Armory is a budget tutor that can get Boots.
Flying and double strike is a good combination to do Commander damage with Snapdax. Hushbringer is powerful disruption in multiplayer Commander since it prevents all creatures who have an enter the battlefield ability that triggers and any creature who has a dies ability that triggers. These two types of triggers are ways for players to gain a lot of value from creatures. Hushbringer is not going to affect you much since mutating is not an enter the battlefield trigger it's a cast trigger thus Hushbringer doesn't prevent mutating.
Will-o'-the-Wisp is a one drop flying creature who can regenerate. This little Spirit can be powerful with mutate. Brightling is a unique creature with mutate since you can bounce it as well as all creatures that are mutated back to your hand. This is pseudo protection because you can activate Brightling in response to opponents removal. By bouncing all the creatures that are mutated then you can mutate them all again getting more value out of mutate.
When Snapdax dies you can choose to spend it to your graveyard instead of putting it back into the Command Zone. This gets around having to pay Commander tax for Snapdax and the tax must be paid even if you're mutating Snapdax from the Command Zone which can be problematic. When Snapdax goes to your graveyard then you can recur it with cards that recur creatures from your graveyard. Phyrexian Reclamation is very good repeatable recursion at instant speed for mutate creatures because you want the creature to come back to your hand to then cast it again to mutate again.

Also important to note: the triggered ability is part of Atla Palani, not the egg tokens she makes, which is why nothing happens if Atla Palani is not on the battlefield when the eggs die.
Related to this, it doesn't have to be one of Atla Palani's egg tokens necessarily in order to trigger her ability; any creature with the type "Egg" will trigger it. At the moment, this includes Dragon Egg, Ludevic's Test Subject Flip, Mysterious Egg, Roc Egg, Rukh Egg, Summoner's Egg, and Chicken Egg if playing with Un-set cards, as well as anything with "all creature types" like the various Changelings and Mistform Ultimus. (Not all of the listed cards show "Egg" on the type line, but the Oracle text in the Gatherer includes it.)
