A few ideas. Some better then others. Realized late 20 dollars is super low like 30 cents a card so some might be too much.

WALKING GRAVE (Skullbriar or Sarulf) ♡

I used to have a Skullbrair EDH deck, and I used to love playing with it. There's a few cards I'd put in there before dismantling it that I think you could consider, thanks to his unique abilities. Slippery Bogbonder is a creature that can put a Hexproof Counter onto skullbrair at instant-speed, giving him permanent hexproof for the rest of the game if it resolves. Hornbash Mentor can give him permanent trample with a Trample Counter, while also have the ability to give him more counters later on. Along those same lines, Duskfang Mentor does the same thing that Hornbash does, except it involves a Lifelink Counter instead. Finally, like those previous 3, Daring Fiendbonder has a way to put an Indestructability Counter on Skullbrair. Those four creatures are something you could consider for your deck.
Finally, a few other cards to be considered is a favorite of mine: Jarad's Orders , which puts a creature into your graveyard and into your hand. Fireshrieker is nice, because who doesn't like double strike. And last but not least, why not consider a Llanowar Reborn in the deck. Yeah it enters tapped, but it also adds an extra counter for free to Skullbrair later on when he enters the battlefield.

Why don't you try to had cards that add keywords as counters from Ikoria like Void Beckoner, Slippery Bogbonder, Daring Fiendbonder, Duskfang Mentor, Unexpected Fangs, Blood Curdle, Sudden Spinnerets, Fully Grown, Hornbash Mentor or Titanoth Rex? Since the keywords are counters they won't be removed from game when Skullbriar dies or changes zone.

Duskfang Mentor, Daring Fiendbonder and Slippery Bogbonder are all great ways to give Skullbriar extra abilities. Llanowar Reborn might be worth adding since you make such great use of counters.

Cards $2 or less each to consider adding:
- Swiftfoot Boots: hexproof protection.
- Shielded by Faith: indestructibility protection.
- Open the Armory: tutor for Boots or Faith.
- Phyrexian Reclamation: repeatable creature recursion.
- Hushbringer: flying/double strike/lifelink Snapdax and major opponent disruption.
- Will-o'-the-Wisp: flying and regenerate protection.
- Vampire Nighthawk: flying/double strike/deathtouch/lifelink Snapdax.
- Adanto Vanguard: indestructibility protection.
- Brightling: bounce protection.
- Tome of Legends: repeatable draw with attacking Snapdax.
- Deafening Silence: powerful opponent disruption with your mutate creature strategies.
- Swords to Plowshares: instant exile a creature for one mana.
- Generous Gift: instant destroy any permanent.
- Caves of Koilos
- Battlefield Forge
- Foreboding Ruins
You want more protection for the creature you mutate too because without protection the mutate creature can be killed in response to being mutated or after. In multiplayer Commander mutate is much more of a problem because there's three or more opponents who could have removal. That's a lot more potential removal you have to deal with than if you were playing 1v1.
Swiftfoot Boots gives the equipped creature hexproof meaning that creature can't be targeted by your opponents removal. Boots is an equipment, it can be equipped to any creature you control and it doesn't leave the battlefield when the equipped creature is removed. Open the Armory is a budget tutor that can get Boots.
Flying and double strike is a good combination to do Commander damage with Snapdax. Hushbringer is powerful disruption in multiplayer Commander since it prevents all creatures who have an enter the battlefield ability that triggers and any creature who has a dies ability that triggers. These two types of triggers are ways for players to gain a lot of value from creatures. Hushbringer is not going to affect you much since mutating is not an enter the battlefield trigger it's a cast trigger thus Hushbringer doesn't prevent mutating.
Will-o'-the-Wisp is a one drop flying creature who can regenerate. This little Spirit can be powerful with mutate. Brightling is a unique creature with mutate since you can bounce it as well as all creatures that are mutated back to your hand. This is pseudo protection because you can activate Brightling in response to opponents removal. By bouncing all the creatures that are mutated then you can mutate them all again getting more value out of mutate.
When Snapdax dies you can choose to spend it to your graveyard instead of putting it back into the Command Zone. This gets around having to pay Commander tax for Snapdax and the tax must be paid even if you're mutating Snapdax from the Command Zone which can be problematic. When Snapdax goes to your graveyard then you can recur it with cards that recur creatures from your graveyard. Phyrexian Reclamation is very good repeatable recursion at instant speed for mutate creatures because you want the creature to come back to your hand to then cast it again to mutate again.

The Inescapable Grave

This is exactly the kind of deck I was thinking of last night, definitely borrowing your list to playtest on Cockatrice. Seems like Skullbriar got a massive upgrade with keyword counters.
What are your thoughts on some of the other keyword counter cards? I realize Blood Curdle is not a great rate for a kill spell, but it is an instant and gives evasion to Skully? Duskfang Mentor and Hornbash Mentor both bestow useful evasion counters and +1/+1 counters. Unbreakable Bond seems solid as a way to get back a stacked, dead Skullbriar and give him lifelink.
Also, mutate seems like an interesting option for non-human voltron. Specifically, Dirge Bat, Cavern Whisperer,

Skullbriar Counters

not sure if you've seen any of the Ikoria spoilers, but I would keep Skullbriar as general - keyword ability tokens are going to be a thing, so permanently hexproof skullbriar is feasable.
some suggestions: Animation Module is already amazing if you're running tokens, and Steel Overseer just makes it disgusting.
Blade of the Bloodchief is a good alternative to Eternal thirst. it doesn't get lifelink, but it sticks around
