How's it going? Nice recent update, you've done a good job with cutting creatures. If you're worried about card prices then don't get Grim Tutor, not worth it, since for it's high price you could add many more budget friendly card upgrades.
Something to think about for some deck improvements is the mana curve and how it plays having such a heavy top end. The big creatures you want to reanimate are the top of the mana curve here and there's a lot of them, it's filled. Having many other 5 CMC or higher spells (there's 10 here) that aren't creatures can really bog down the mana curve making gameplay worse.
Grievous Wound, Demonic Covenant, Badlands Revival, Convert to Slime, Final Parting, The Cruelty of Gix, Deadbridge Chant, Breach the Multiverse none of these cards are really needed. Since creatures fill the top of the mana curve then focus on improving the beginning of the mana curve? Malevolent Rumble and Diresight are examples of cards at beginning of the mana curve that do a lot for their mana costs for reanimation strategy.
Consider more lower mana cost reanimation spells? If the plan is to cast Stickfingers turn 4 for two then give yourself more chances to reanimate a creature that same turn with more lower mana cost reanimation? You have Reanimate and Animate Dead, but that's really it for early game possible reanimation. Consider Life / Death and Soul Exchange?
A big advantage of green recursion spells here is getting back a reanimation spell to reanimate again. The problem is most of the recursion spells here can only get back a permanent, not a nonpermanent spell. Other than Animate Dead most reanimation here is coming from nonpermanent spells. Consider Regrowth and Dryad's Revival?
Opponent exile effects at your creatures can really ruin your day. Consider some protection against exile? Fine protection against exile here is creature sac since if you sac your creature in response to the exile then it instead goes to your graveyard to be reanimated again. Greater Good is powerful since it can be repeatable, not only is it creature sac, but draw and discard too. Lazotep Quarry is a land that can sac a creature to make a mana.
If you're having trouble with opponents attacking you then Grave Titan could really help. It puts a lot of defense onto the battlefield when it comes in.

There are some more green staples you could include for ramp purposes
There are also a loooot more green spells that can return things to hand. For this deck I'd suggest finding dual-purpose spells for recursion. For example
Dryad's Revival is also nice because of the flashback. Love some flashback in a deck that's unlikely to have a lot of draw. And Recycle!
Blood Clock would be funny.
Battle Hymn would be good for getting a lot of mana for those x-costed spells.

Perilous Forays: Definitely a card I need to slot in, I'm just wondering what it should be slot in for? There doesn't seem to be an easy answer, I'm wondered what your thoughts on it are.
Concordant Crossroads: Undoubtably a very powerful card, I'm just not sure if haste makes enough of a difference in this deck to justify slotting this in.
Crashing Drawbridge: If I am going to slot in haste, its going to be through Concordant Crossroads
Akroma's Memorial: Definitely an interesting suggestion and a possible card to help close out games. It being removed can be a problem though, and I'm wondering what would be swapped out for it
Null Brooch: Having lands into my graveyard is good, but its very hard to get useful creatures or spell backs from the graveyard and I'm not sure if my entire hand is a good trade for one noncreature spell
Stone-Seeder Hierophant: Definitely synergistic, but it works similar to Lotus Cobra, but slower
Animist's Awakening: A very risky card, its possible to hit almost nothing for a very large mana investment, cutting down on some risks has been a point of upgrading this list.
Kamahl's Druidic Vow: Same reasoning as above, but less likely to miss
Traverse the Outlands: Most of the time, it hits about 5-6, which is a decent 1-1 payoff, but it costs more than cards such as Roiling Regrowth and there are other cards I would rather play with 5 CMC
Boundless Realms: If a game goes long, you will probably have more cards on the field than you can search up with this. It's a powerful card, but it doesn't have the speed that this list runs.
Reshape the Earth: Powerful card, great for finding certain lands like Yavimaya, Cradle of Growth, or Lotus Vale, but it is just too expensive CMC wise.
Pir's Whim: I will find a land card, but not everyone else will have an artifact/enchantment to sacrifice, especially in my pod. Its good, don't get me wrong, but there are more efficient cards imo.
Dryad's Revival: This is simply Timeless Witness, but Witness has a body that cards such as Ashaya, Soul of the Wild can use, or that I can sac to Greater Good, etc

Hey, on a budget really well done for your first Dragon tribal deck. On low budget you have good card sense and deck building skills.
There's many excellent Dragons here, but some stand out as subpar, not needed.
- Fellwar Stone --> Scaled Nurturer
- Fierce Empath --> Skanos Dragonheart
- Eternal Witness --> Earthquake Dragon
- Dryad's Revival --> Sapphire Dragon
Scaled Nurturer is lackluster ramp because only green mana and the mana can only be used to cast a Dragon. Can do much better for two drop ramp. Fierce Empath is another budget creature tutor to get a Dragon.
There's one area of deck building that you've left out, recursion and green is the best color for it because it's recursion of any card such as Eternal Witness. In multiplayer Commander your stuff is going to be destroyed a lot having some card recursion can help to get back certain cards that are important to gameplay such as Temur Ascendancy. Witness and Empath can be blinked to be repeatable.
- Bower Passage --> Sarkhan the Masterless
- Court of Bounty --> Crucible of Fire
Sarkhan the Masterless is less impactful here for five mana then if you're playing more Planeswalkers or a Commander Planeswalker. Bower Passage can help Dragons to wreck your opponents. For two mana it makes them essentially unblockable. It can stop annoying little Spirits from being blockers against Dragons.
Court of Bounty can be repeatable draw with the monarch and then repeatable cheat Dragon or cheat land from your hand. Dragons don't really need +3/+3 from Crucible of Fire for four mana since they're already high power/toughness and flying makes them good attackers.
- Yavimaya Coast --> Thornwood Falls
- Shivan Reef --> 1x Mountain
- Karplusan Forest --> 1x Mountain
- Mosswort Bridge --> 1x Forest
- Game Trail --> 1x Mountain
- Vineglimmer Snarl --> 1x Mountain
12x basic Mountains is a lot compared to the other numbers of basic lands. Replacing some basic Mountains with more dual lands could improve color fixing from lands to help gameplay. Yavimaya Coast, Shivan Reef, Karplusan Forest Pain lands have just been reprinted in newest set Dominaria United, get them while they're $2 or less each.

Hey Carrick142857, some interesting thoughts!
The general gist of K'rrik is to make Hogaak even cheaper (8/8 for mill plus life), since having untapped creatures is the limiting factor much of the time. Besides that, he's also pretty decent for ramping out all our other black spells.
Survival of the Fittest eh? Well, it's certainly out of my budget (I still only own 2 of the 7 fetches in paper... I know, yikes!).... But I suppose it makes a solid Maybeboard addition, for the semi-cdh players out there.
I like the idea behind Dryad's Revival! It's just a bit slow for the effect it gives. If I had to choose, I think I'd add in Creeping Renaissance or Diregraf Rebirth instead.

Hey, good version on a low budget and nice Gnawbone + Charger combo. If you're making 729 mana then get a Comet Storm in here!
Unnatural Growth can repeatedly at combat, before you attack, double the power/toughness of Klauth and all other Dragons you control. This effect can make a ton more mana, make your Dragon army much more dangerous and 8/8 Klauth is much more difficult for an opponent to favorably block. Dragon's Hoard is an upgrade for a ramp source since it has interaction with Dragons to be repeatable draw.
Anger is a good card and a wanted effect especially when you can get it for paying no mana. You don't want to ever cast Anger though instead you want to discard it or get into your graveyard other ways. Currently there's no way here to discard Anger unless you have 8 or more cards at your Cleanup step. Consider adding some loot that can discard Anger?
- Faithless Looting: can do it twice because of flashback.
- Seize the Spoils
- Unexpected Windfall
- Thrill of Possibility
By adding loot you also add more draw and two of these spells also create ramp from treasures. Anger is the only haste enabler here and that effect is wanted more with Dragons especially Gnawbone. Consider more haste enablers?
- Dragon Tempest: also can be a repeatable damage source.
- Rhythm of the Wild or Fires of Yavimaya
Some Dragon tutors can help to cast your powerful Dragons when you have the mana from Klauth. Consider some Dragon tutors?
Loot goes with any card recursion and green is excellent at it. Consider some card recursion?
- Seasons Past
- Dryad's Revival: flashback.
Currently there's no card recursion here and that's a strength of green which other colors don't have as much access too. You're stuff is going to die in a game of Commander and being able to get it back is helpful especially when you can make a lot of mana. Seasons Past is a way to use a lot of mana to recur cards and cast all of them. Past is great with Rishkar's Expertise and Return of the Wildspeaker to draw lots of cards.
Some cards to consider cutting are some of the lesser Dragons since there's several Dragons here that are miles ahead in power. By adding draw and tutors in place of some of the lesser Dragons then you have more chances to draw the better Dragons or get them directly into your hand.

Mana created by Klauth can't be used to pay for activation costs, even if that mana is turned into colorless by Horizon Stone it still has the restriction of only being able to be used to cast spells. Because of this Dragons who the reason you're playing them is because they have an activated ability are less good then ones who give you value when they ETB or attack.
