At the beginning of your upkeep, you may put a land card from your hand onto the battlefield. If you're the monarch, instead you may put a creature or land card from your hand onto the battlefield.

Court wasn't that great and Veil is like 100% needed. Not much to say besides that, court was not as much of a value engine, explains why it isn't used much.

Hellkite Charger combos with Old Gnawbone for as many extra attacks as you want. Crux of Fate can wreck all your opponents creatures and not yours. Temur Ascendancy is a haste enabler and repeatable draw whenever a Dragon you control ETB including when a Dragon token is created. Get Court of Bounty onto the battlefield before you cast Tiamat to accelerate being able to get Dragons you tutored for with Tiamat onto the battlefield. Bounty is also repeatable draw with the monarch which Dragons help you to keep the monarch and get it back if you lose it.
Faeburrow Elder and Dragon's Hoard are nice ramp for Dragons. Elder can tap to make two mana or up to five mana (one of each color if you control Tiamat). Hoard is also repeatable draw and counts when Dragon tokens are created. Exotic Orchard, Path of Ancestry and Haven of the Spirit Dragon are more five color lands that can add more color fixing for the manabase.

Hey, nice version, solid deck building on a budget. Looks like you got the Draconic Rage Commander precon and upgraded it to Tiamat?
Some budget Dragon upgrades to consider:
- Hellkite Charger --> Hoard-Smelter Dragon or Embercleave which is closer price.
- Silumgar, the Drifting Death --> Demanding Dragon
- Teneb, the Harvester --> Velomachus Lorehold
- Bladewing the Risen --> Dragon Turtle
- Dragonlord Ojutai --> Skyship Stalker or Galazeth Prismari which is closer price.
Savage Ventmaw + Hellkite Charger is a budget way with Dragons to have many extra attacks. When each of these Dragons attacks both trigger at the same time and you can choose the order these triggers resolve. First resolve Ventmaw to make six mana then resolve Charger and use the six mana + one other mana to pay for an extra attack and repeat. These two let you have a number of extra attacks equal to the amount of mana you have which can be a lot of attacks. Add Dragonborn Champion to draw a lot of cards.
Some budget other spell upgrades to consider:
- Crux of Fate --> Shatterskull Smashing
- Temur Ascendancy --> Colossal Majesty
- Patriarch's Bidding --> Bag of Tricks
- Court of Bounty --> Fires of Invention

Crux of Fate is a very powerful for Dragons in multiplayer Commander since it can wreck all your opponents creatures leaving you unscathed to attack. Temur Ascendancy has two repeatable effects that are great with Dragons: a haste enabler and repeatable draw whenever a Dragon ETB. Patriarch's Bidding is a powerful budget tribal card since it reanimates all Dragons in your graveyard for five mana. Seasons Past is any card recursion which you don't have any. Use Seasons Past with Klauth, Unrivaled Ancient to potentially cast all the cards you got back.
Some other upgrades to consider:
- Tyrite Sanctum --> Temple of the False God
Tyrite Sanctum can be a repeatable way to put a +1/+1 counter on a legendary creature you control. Use Tyrite with Vrondiss, Rage of Ancients to first make him a God and then make him indestructible for unlimited enrage.

Hey, there's not much to say yet as this is just a list of cards you want to play, nice Swordtooth. Most of what you have so far on the low budget is good, but Decree of Savagery is not playable and Sun-Crested Pterodon, Elfhame Palace, Stone Quarry are really lackluster.
Do you own Gishath? I don't see him here, but I do see Atla. If you don't own Gishath then he's really not worth getting for $20 if you're on such a low budget. Atla is a fine Commander for Dinos and you have her. For $20 you could get many budget cards that are good with Atla rather than just Gishath.
Atla and Gishath will play very differently. Gishath is more straight forward, ramp and Dinos. Atla is more complex since you want ramp, sac outlets for Eggs and Dinos. Marauding Raptor is a combo Dino with Atla to kill an Egg right when it ETB. It also triggers enrage when a Dino ETB.
Some budget Dinos to consider adding:
- Marauding Raptor
- Quartzwood Crasher
- Apex Altisaur
- Ripjaw Raptor
- Thrasta, Tempest's Roar
- The Tarrasque
- Runic Armasaur
- Thrashing Brontodon

Some budget cards that have good interactions with Atla and/or Dinos or are ramp:
- Mirror Entity: is a Dino, is an Egg, can turn all creatures you control into Eggs, is a sac outlet.
- Garruk's Uprising: repeatable draw when Dinos ETB and give all Dinos trample.
- Goblin Bombardment: sac outlet for Eggs and each Egg that's saced can do 1 damage to another Egg to kill it too.
- Swiftfoot Boots: haste and hexproof protection for Atla.
- Arcane Signet: staple budget mana rock.
- Fellwar Stone
- Fertile Ground
- Wild Growth
- Farseek with Cinder Glade, Canopy Vista and Alpine Meadow.
- Forerunner of the Empire: puts the Dino on the top of your library to then sac an Egg. It can also kill Eggs.
- Mwonvuli Beast Tracker: puts the Dino with trample on the top of your library to then sac an Egg.
- High Market: sac outlet.
- Tyrite Sanctum: repeatable to make Atla bigger with +1/+1 counters and then give her indestructible.
- Fanatical Devotion: sac outlet and protection from most removal.
- Court of Bounty: can cheat a Dino from your hand onto the battlefield as well as be repeatable draw at your end step.
- Battlemage's Bracers: haste and double the Egg trigger of Atla.
- Fires of Yavimaya: haste enabler for all creatures you control including tokens.
Some budget land upgrades to consider:
- Exotic Orchard
- Path of Ancestry
- Jungle Shrine
- Opal Palace: cast Atla with it to give her one or more +1/+1 counter.

Tiamat and Her Dragons

Hey, for a first Commander deck well done. You have some interesting card choices and nice Ur-Dragon, Gnawbone, Utvara and Sarkhan.
An area to consider improving on is repeatable draw. When you can get draw from simply having a Dragon ETB then this can help gameplay. Some budget repeatable draw sources to consider adding:
- Temur Ascendancy
- Dragon's Hoard
- Court of Bounty
- Kiora, Behemoth Beckoner
- Dragonborn Champion
- Garruk's Uprising
Most of these cards give you more than one effect: Temur Ascendancy is also haste enabler, Dragon's Hoard and Kiora, Behemoth Beckoner is also ramp, Court of Bounty can also be cheat a Dragon from your hand onto the battlefield as well as land ramp, Garruk's Uprising also gives all creatures you control trample to break through an opponent's annoying flying Spirit or Angel tokens.
You have Dragon Arch and Quicksilver Amulet which are nice effects to cheat Dragons onto the battlefield, but Court of Bounty is a step above these because it provides other effects. It can be repeatable draw with monarch or lets you play a land from your hand at your upkeep. The monarch is you draw a card at your end step, but only one player in the game can be the monarch. Any player who does combat damage to you or plays a card that makes them the monarch then becomes the monarch and you lose the monarch. You can get it back though and flying Dragons help a lot at attacking as well as blocking for an opponent not to be able to do combat damage to you.
Hellkite Charger is a combo with Old Gnawbone for infinite attacks with Dragons, but if you're playing casual then you might want to avoid a combo like this. I would include it as a win condition with Dragons. There's some budget creature/Dragon upgrades to consider:
- Hellkite Charger
- Scourge of Valkas
- Dragonborn Champion
- Faeburrow Elder
- Tireless Provisioner
- Atarka, World Render
- Silumgar, the Drifting Death
- Karrthus, Tyrant of Jund
You have the three staple budget Rainbow lands already: Tower, Orchard and Ancestry which is great, but you could improve the manabase other ways. If you have a low budget for lands then my advice is replace lands that always ETB tapped with a Tri land. A Tri land such as Jungle Shrine also always ETB tapped, but the color fixing it provides, three colors, is worth it. A land such as Swiftwater Cliffs isn't worth it instead consider Frontier Bivouac?
Archway Commons, Gateway Plaza and other lands like this are not good even though they can potentially make one of five colors. You can't play one of them unless you control an untapped land to pay 1 mana and that's a big requirement just be able to play a land.
Some budget land changes to consider:
- Frontier Bivouac --> Gruul Turf
- Crumbling Necropolis --> Swiftwater Cliffs
- Opulent Palace --> Coral Atoll
- Mystic Monastery --> Rustvale Bridge
- Arcane Sanctum --> Mistvault Bridge
- Seaside Citadel --> Quandrix Campus

Quicksilver Amulet for me. I love my big beefy creatures, and I love paying 4 for them. It's helped me more times than I can count - I have THE worst luck being mana screwed. Court of Bounty is in many of my decks for the same reason.

Some advice is to consider getting the new Draconic Rage Commander precon? It's a preconstructed 100 card Commander deck that's focused on a Dragon theme. In the precon are several cards that would be upgrades for your deck.

The main reason that most of these cards are the most played is because they provide high synergy, effects for Dragons, Dragon tribal effects. Atarka, World Render gives itself and all other attacking Dragons you control double strike which makes each Dragon do more combat damage either to the opponent blockers or to the opponent who they attacked. Crux of Fate can destroy all nonDragon creatures leaving just you with an army of Dragons to attack your opponents unblocked and not have to worry as much about the opponents attacking you after.
Another reason most of these cards are most played is because they have more than one effect such as Dragon's Hoard. It can be ramp, making any one color, as well as repeatable draw making this one card a source of ramp and a source of draw. Temur Ascendancy is a haste enabler letting Dragons attack the same turn they ETB and it's also a repeatable draw source each time any 4 or more power creature you control ETB including creature tokens.
What EDHRec lacks is casual deck building structure advice, basic guidelines to follow to structure a casual Commander deck. Good ratios for a starting basic structure:
- 36-38 lands (Command Tower)
- 20-25 creatures (Atarka, World Render)
- 12+ ramp sources (Sol Ring)
- 10+ draw/tutor sources (Temur Ascendancy)
- 5-10 removal (Crux of Fate)
When you have a basic structure in place then you can of course add other cards that do other things. When playing five colors ramp is important because ramp also provides mana color fixing from getting lands that can make different colors of mana (Farseek) or from mana rocks (Arcane Signet)/mana dorks (Faeburrow Elder) that can make different colors of mana. Ramp is also just as important when your Commander, in this case Tiamat, has a high converted mana cost (CMC). Tiamat is 7 CMC which ramp can help to cast him and then that same ramp can help to cast other Dragons.

Some budget upgrades to consider then I'll explain some of these suggestions.

- Fierce Empath --> Explosive Vegetation
- Spawning Kraken --> Pelakka Wurm
- Arcane Signet --> Moss Diamond
- Return of the Wildspeaker --> Rush of Knowledge
- Kiora, Behemoth Beckoner --> Grow from the Ashes
- Growth Spiral --> Beneath the Sands
- Brainstorm --> Ranger's Path
- Rimewood Falls --> Woodland Stream
- Vineglimmer Snarl --> Thornwood Falls
There's lot of ramp here specifically from land ramp spells and Arixthemthes is ramp. You can afford to cut some ramp for more draw and lower mana cost draw such as Brainstorm and Growth Spiral will help to remove slumber counters faster. Court of Bounty can be repeatable draw with the monarch as well as from your hand cheat a sea monster onto the battlefield or put a land. Garruk's Uprising can give all sea monsters trample as well as draw a card whenever a 4 or more power creature you control enters the battlefield (ETB) including creature tokens.
Fierce Empath can tutor for any 6 CMC or higher creature and you can bounce him with Whelming Wave or Crush of Tentacles to cast him again. Kiora, Behemoth Beckoner can untap Arixthemthes as well as be repeatable draw like Garruk's Uprising. Spawning Kraken is an upgrade for a sea monster since it can create it's own army as long as it, Arixthemthes or other sea monsters do combat damage to a player. Rimewood Falls is an upgrade for Woodland Stream so Farseek can search for a Simic dual land.
