When Court of Bounty enters the battlefield, you become the monarch.
At the beginning of your upkeep, you may put a land card from your hand onto the battlefield. If you're the monarch, instead you may put a creature or land card from your hand onto the battlefield.

Some thoughts:

A bunch of these cards aren't modern legal - specifically Ancient Brass Dragon, Ancient Copper Dragon, Jolene, the Plunder Queen, Ramos, Dragon Engine, The Ur-Dragon, Monster Manual, Vexing Puzzlebox, Sivitri, Dragon Master, Burgeoning, Court of Bounty, and Demonic Tutor.

Your mana curve is very high here. Pretty much all Modern decks can’t justify running more than 3-4 cards costing 4 mana, and run nothing above this. Your deck has a whopping 31 cards costing 4-or-more mana, which is faar too much, and will lead to some really, really slow/clumsy plays.

12 lands is criminally low. As reference, Burn decks play 20 lands and only play cards costing 1-2 mana. Your deck in particular looks like it needs a lot of mana to do much of anything, and likely needs 24 lands as an absolute minimum, even after lowering the mana curve. Your deck is going to be currently doing nothing with such a crazily-low land count and such a crazily-high mana curve

You’re running a LOT of cards as 1-ofs and 2-ofs, which will lead to massive consistency issues and an overall weaker deck. Going forwards, i’d advise you aim to instead play playsets (4-ofs) of those cards that matter most. A deck should usually aim to be mostly playsets of cards.

Hmm. I've always had a different experience with Clackbridge Troll, maybe because I play so much darn groupslug/Jund. I love the troll, either he is card draw & lifegain, or 8 trample is no joke if you are putting pressure on the right player... You also can choose whatever player has no blockers for the goats if you feel the need to stack the odds in your favor for likelihood for card draw (if that is what you want).
I always feel like deathtrampletouch is awesome... but I usually only focus on having that on a commander that already has 1/2 of that: Grismold, the Dreadsower is a sweet commander that already comes with the trample piece.
I personally agree with some of the cut-recommendations though... but I also don't want to tell you to cut all the responsive/fort, if you want to make her responsive, like a spiky pillowfort, you can, you just have to playtest it a ton because that is a really tricky playstyle to master while staying relevant in games
What I will say about Sunder Shaman is that if you are running with "combat matters" Thantis & most of your wincon are going to be through combat damage, then it is a good idea to have a high critical mass of artifact or enchantment removal, since there are several aggressively costed permanents of that type that take combat out of the game completely.
For cuts, I agree on taking out signets & focusing more on ramp, maybe removing Crown of Doom (Fiendish Duo) would have a lot more impact, maybe pull some of the "hunted" cycle. I think, remove some of the voltron pieces if you are going to keep the combat-discouraging pieces.
Even in my "less combat-focused" Thantis the "courts" see some good play: Court of Bounty, just monarch in general will often accomplish the type of slap-fight that you are looking for, often moreso than the more obvious force-combat stuff.

Have you considered adding Court of Bounty? Introduces the Monarchy into the game for some card draw, and lets you drop an extra land each turn.

Hey, on a budget really well done for your first Dragon tribal deck. On low budget you have good card sense and deck building skills.
There's many excellent Dragons here, but some stand out as subpar, not needed.
- Fellwar Stone --> Scaled Nurturer
- Fierce Empath --> Skanos Dragonheart
- Eternal Witness --> Earthquake Dragon
- Dryad's Revival --> Sapphire Dragon
Scaled Nurturer is lackluster ramp because only green mana and the mana can only be used to cast a Dragon. Can do much better for two drop ramp. Fierce Empath is another budget creature tutor to get a Dragon.
There's one area of deck building that you've left out, recursion and green is the best color for it because it's recursion of any card such as Eternal Witness. In multiplayer Commander your stuff is going to be destroyed a lot having some card recursion can help to get back certain cards that are important to gameplay such as Temur Ascendancy. Witness and Empath can be blinked to be repeatable.
- Bower Passage --> Sarkhan the Masterless
- Court of Bounty --> Crucible of Fire
Sarkhan the Masterless is less impactful here for five mana then if you're playing more Planeswalkers or a Commander Planeswalker. Bower Passage can help Dragons to wreck your opponents. For two mana it makes them essentially unblockable. It can stop annoying little Spirits from being blockers against Dragons.
Court of Bounty can be repeatable draw with the monarch and then repeatable cheat Dragon or cheat land from your hand. Dragons don't really need +3/+3 from Crucible of Fire for four mana since they're already high power/toughness and flying makes them good attackers.
- Yavimaya Coast --> Thornwood Falls
- Shivan Reef --> 1x Mountain
- Karplusan Forest --> 1x Mountain
- Mosswort Bridge --> 1x Forest
- Game Trail --> 1x Mountain
- Vineglimmer Snarl --> 1x Mountain
12x basic Mountains is a lot compared to the other numbers of basic lands. Replacing some basic Mountains with more dual lands could improve color fixing from lands to help gameplay. Yavimaya Coast, Shivan Reef, Karplusan Forest Pain lands have just been reprinted in newest set Dominaria United, get them while they're $2 or less each.

I'd cut Soul Warden and Ajani's Welcome. Incidental life gain is ok, but not great, and not really worth two slots in the deck unless they were benefiting you in some other way.
Looks like you need more card draw, otherwise you'll stall out too early. Keeper of Fables is pretty subpar. Collective Unconscious will draw you a ton of cards when you have your game plan going. I'd also recommend the courts, Court of Grace for sure, as it will produce more tokens for you. Court of Bounty is great for getting more land drops or creature drops, and Court of Ire can help you finish. You wouldn't necessarily need to have all three of them, but I think the white one really fits the theme of your deck.
A rather obscure card, but I find Kyren Negotiations to be a good way to use your creatures to punch for damage when you don't have advantageous attacks. Tap them for damage at the end of turn before yours, then untap and do your thing. This would pair nicely with Drumbellower.

Hey five supporting budget cards I like a lot with Dinos are Shielded by Faith, Lightmine Field, Domri, Anarch of Bolas, Court of Bounty and Duelist's Heritage. All these cards have repeatable effects for no additional mana which I feel is important when you're playing and wanting to cast many high mana cost creatures especially 8 mana Gishath.
Shielded by Faith is protection from a lot of opponent's removal, combat damage, but also from damaging your own creature to trigger enrage. It can change creatures which is helpful to enchant a creature before Gishath and then attach to Gishath when he enters. Get Shielded on Temple Altisaur or Forerunner of the Empire.
Lightmine Field is to trigger enrage each time you attack. It also deter opponents from attacking you or each other with a lot of creatures. It's excellent with Temple Altisaur.
Domri, Anarch of Bolas does a lot, it's ramp, protection for Gishath/other Dinos from being countered and it can be creature removal/enrage enabler.
Court of Bounty can be repeatable draw with the monarch as well as repeatable cheat a Dino or land from your hand. It helps to get high mana cost Dinos out of your hand onto the battlefield to use your mana to cast ramp, other support or leave it open for instant interaction.
Duelist's Heritage is less mana for repeatable double strike effect for Gishath the turn it enters the battlefield. If you want to you can also give an opponent's creature when it attacks double strike.

Court of Grace and Court of Bounty come to mind. And they can help rebuild board states. And both will draw cards from enchantress triggers.

Court wasn't that great and Veil is like 100% needed. Not much to say besides that, court was not as much of a value engine, explains why it isn't used much.
