The Commander 2019 Madness pre-con with some changes.

I've got rid of all the higher cost poor synergy creatures from the pre-con including two of the alternate commanders and added a load of lower cost vampires. There's also a copy of Conspiracy to make everything a vampire so that cards like Vampire Nocturnus work.

Ruthless Sniper and Archfiend of Ifnir are in to shrink opponents creatures on those occasions you can chain multiple madness spells with Anje. Karn's Bastion lets you proliferate to shrink creatures even more.

Neheb, Dreadhorde Champion is another great discard outlet and actually pays towards the madness costs of madness cards you discard with him.

Discard outlets have been increased with the addition of Bazaar of Baghdad, Bag of Holding and Chandra Ablaze (which doubles as removal).

Ob Nixilis Reignited is there as just a generally good black utility Planeswalker with the card draw and removal options the most important.

Alhammarret's Archive means Anje draws you two cards for every one you discard.
