From what I've seen in some preliminary playtesting, this deck (and general) is about as strong as Pauper EDH gets. That's not to say the list is absolutely perfect, but, if the dust settles and Pauper EDH ever develops a tier system, expect this deck to be solidly, solidly Tier 1.

You have the best board control/sweepers in the format in Pestilence, Crypt Rats, and Evincar's Justice.

You have the best inevitability in Capsize.

You have tons of permission.

You have the most value in Mulldrifter, Ghostly Flicker, Mnemonic Wall, etc.

You can lock people with Ghostly Flicker, Mnemonic Wall, and Chittering Rats.

You have the best tutors in Mystical Teachings and Trinket Mage (which, with Viridian Longbow, turns Baleful Strix into Avatar of Woe).

And, finally, you have a Commander who pretty much guarantees card advantage.
