The concept of this deck is very straight-forward: Play as many cheap spells as possible that target your own creatures, gain lots of bonus effects, and then get all those spells back at the end of the turn using Feather to do it again next turn. Throw in some ramp, removal, and a bit of jank and you're all set for a wonderful Boros adventure.
