Sorry for double post. You want to swing with all your tokens, whatever is not blocked you want to pump with spells and Scroll of the Masters and hit with Temur Battle Rage . Cast your draw spells on every turn, including your opponents and use Grapeshot on your turn as that final damage to kill someone off.

First of all, thanks for making a primer on this commander! There are a lot of people starting to play this one since release, but not a lot of in depth content out yet. I have some suggestions based around my play experience with this deck:
Mirrorwing Dragon and Zada, Hedron Grinder : I feel Feather works best when you can go off and kill someone in one turn, usually with commander damage. These two creatures enable you to go wide while still benefiting from the instants and sorceries you are already playing in feather. Cards like Bandage go from draw one every turn to draw 1 card every turn for each creature you control, all for just 1 mana. If you are ever worried about decking yourself, just don't cast the draw card targeting these creatures. Pump spells can easily turn into 1 mana Overrun s. Usually the turn I drop this, as long as I have leftover mana to play other pump spells, I can win the game.
Dreadhorde Arcanist : This guy is a house. You are naturally running pump spells in your deck, so you won't have a problem casting spells out of your gy. Some cards you run in the deck, such as Path to Exile , Council's Judgment or Chaos Warp , won't recur with feather, so being able to cast them another time for free is huge.
Twinflame , Ajani's Presence and Launch the Fleet : works best with either of the two aforementioned creatures, but can also work with strive. Can win games pretty fast when you swing with even just a couple creatures. Ajani's presence has saved my board countless times from board wipes as well.
Samut's Sprint , Brute Strength , etc: Most of my games with feather end in drawing into Temur Battle Rage and casting on feather when she is power 11 or greater. This requires many small cmc, efficient pump spells to fill your draws in the early game.
Cards I would replace:
Veilstone Amulet and Scroll of the Masters : Veilstone amulet can be accomplished with other cards we play for less mana ( eg. Apostle's Blessing, shelter, etc. ). Spending 3 mana to drop a do-nothing artifact isn't where the deck wants to be. Scroll of Masters is cute but I think we can get better effects in just the instants and sorceries we run.
Sentinel Tower and Guttersnipe : I considered both of these cards when making the deck, but I found they played out too slow. I couldn't find a time when I would like to cast Sentinel Tower rather than spend mana casting a draw spell on feather. Guttersnipe felt the same way. He also tends to attract a lot of hate when I'm not ready to finish my opponents. The nice thing about feather is you can amass enough card advantage by the mid game where you can explode and possibly one-shot your opponent.
Akroan Conscriptor is a bit slow and can provide no value depending on the board state.
I don't know how I feel about Grapeshot . I guess you will be playing 3-5 spells each turn, but a reusable card to deal 5 damage to a target every turn seems pretty slow to me. You should be able to not care about an opponents creatures most of the time ( she has flying, can give protection with various spells in deck, etc ) so killing creatures isn't as valuable and doing 5 damage to an opponents face is pretty lackluster.
Silverclad Ferocidons : A card that is > 5 mana should win the game for you when you play it. This card doesn't do that. I would much rather play 5-6 of my cheap instants/sorceries then play this card in a turn.
There are probably other cards I could think of and recommend, but I'm still working on my own list and tweaking it as I play the deck. Thanks again for writing a primer on this commander! Enjoy!

This is such a fun deck idea! I love seeing creative decks like this — I would never have thought of this myself.
While not a book or "librarian" himself, Skilled Animator prominently features books in the artwork, and he might complement your high amount of non-creature artifacts pretty well.
Similarly, Artificer's Assistant is portrayed as being in a library, and would complement the large amount of artifacts (including the Artifact Creatures) being cast.
As to books, Mangara's Tome is an interesting effect. If you find that there's specific cards you generally want to be casting in this deck, then this might be a way to set up that win-con. A similarly interesting effect is Tunnel Vision . I could see this fetching the missing piece between Learn from the Past and Animate Library, if you have one and need the other.
You'll be casting mostly non-creature spells, so you should be able to put quite a few Lore counters on Scroll of the Masters . Combined with Suspicious Bookcase, this might be another way to push some damage through.
You draw a lot of cards, so you may not find a card like Index to be that useful, but just in case, figured it was worth mentioning!

Hey, I'm an experienced Tiana pilot and would love to help! ( my deck link here ).
The first thing I would change is Wrath of God and Blasphemous Act because creature-only board wipes destroy the creatures, then the auras, so Tiana won't trigger for any of your auras. But board wipes like Hour of Revelation , Day of Reckoning, End Hostilities , Nevinyrral's Disk , Cataclysmic Gearhulk , Tragic Arrogance etc would make Tiana trigger on your auras. You could put in Auratog or Faith Healer so you respond to creature-only board wipes, or put in indestructible stuff like Hammer of Nazahn , Shielded by Faith , Kytheon, Hero of Akros Flip etc.
Bludgeon Brawl has cool synergy with Tiana, because if Vandalblast , Scrap Mastery , Hour of Revelation etc are cast, then Tiana will trigger on your artifacts too. And if you include this, consider adding artifacts that sacrifice themselves like Unstable Obelisk , Commander's Sphere , Boros Locket , Boros Cluestone , Orazca Relic .
Along with self-sacrificing artifacts, I loved the idea of self-sacrificing auras and recycling them over and over with Tiana, especially with Sigil of the Empty Throne or Ajani's Chosen on the battlefield. Auras like Capashen Standard , Mortal Obstinacy , Flamespeaker's Will , Brand of Ill Omen , Sun Clasp , Weight of Conscience , Bound by Moonsilver , Lunarch Mantle , Uncontrolled Infestation , Inferno Fist , Guilty Conscience etc.
Other than the aforementioned cards, I'll also mention Mistmeadow Skulk which dodges board wipes, the new Swiftblade Vindicator and Smothering Tithe , Fabled Hero and other heroic cards that benefit from the aura recycling, Forgeborn Oreads and Scroll of the Masters and Mesa Enchantress for the aura recycling, Ethereal Armor , Helm of the Gods , Heavenly Blademaster , Laccolith Rig is stupid but fun, Heirloom Blade because RW sucks at draw (except this deck if you add auras that draw).
If I wanted to cut some cards from your deck, I would start with Order since it's 4 mana for a really narrow removal spell, and 3 mana to do something that odric or angelic skirmisher do (which is creatures so can be brought back into the game easier). Kwende, Pride of Femeref is essentially a 4/4 for 4 mana and is only useful for Tiana. Kitsune Mystic isn't needed with all the sacrificing and such. Authority of the Consuls and Godsend and Basilisk Collar isn't that impactful for an aggro strategy. Whispersilk Cloak gives shroud which isn't the best for a deck all about auras and equipment. Chariot of Victory isn't that good and doesn't add any power. And I would take out as many tapped lands as you don't mind, they slow down decks way too much, add Battlefield Forge .

I personally don't bother with the boarding feature of tappedout - my tappedout lists are the ideal version of each deck that I can trade towards.
There quite a few cards that don't really synergize that can be cut: Ixalli's Keeper, Jaddi Offshoot, Jadecraft Artisan, Howl of the Horde, Profound Journey, Sigil of the Empty Throne, Prismatic Strands, Darksteel Pendant, Scroll of the Masters. You don't need spells to pump up your dinosaurs as they're already plenty big: Buccaneer's Bravado, Giant Growth, Crash the Ramparts. Some weak dinosaurs can be cut: Orazca Frillback, Raptor Companion. My thinking is that you don't need the weaker cheap creatures if you spend your early turns ramping so that you can start playing scary dinosaurs from turn 4.
My ideal version of a Gishath deck would be something like: 37 land, 3 mana rocks, 11(!) mana ramp spells, 10 answer spells (removal, board wipes), 4 protection spells (mainly stuff that can keep Gishath safe like Lightning Greaves), 30 dinosaurs, 5 non-dinosaurs that synergize well with the dinosaurs (e.g. Forerunner of the Empire).
